Minimum Qualifications "Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Hospital Nursing Services Consultant, G22, or Community Nuring Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitve minimum qualifications listed below.

Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Bachelor’s Degree in nursing, experience in surgical nursing, primary care, managed care, public insurance programs, health policy, health care quality measurement and improvement. Proficient in Microsoft Office. Excellent written and verbal communication skills.

Duties Description The Hospital Nursing Services Consultant will report to the Director of the Office Based Surgery (OBS) program in the Office of Quality & Patient Safety (OQPS). The general responsibilities include conducting clinical reviews of the OBS Adverse Event Report cases; consulting as needed on the completed clinical reviews of the cases with the Program Director and the OQPS Medical Director(s); collaborating with the OBS staff that provide administrative and program support; communicating directly with OBS practices to gather information and answer questions; participating in OBS program meetings; and participating in the development and monitoring of the OBS quality improvement initiatives. More specifically, the Hospital Nursing Services Consultant will serve as the Quality Improvement Health Plan Manager, whose responsibilities include overseeing and coordinating quality improvement activities with Medicaid managed care plans and stakeholders; developing and monitoring quality improvement initiatives, including Performance Improvement Projects, Focused Clinical Studies, and interventions; monitoring managed care plans’ progress in quality improvement by conducting quality reviews as part of the Article 44/49 Comprehensive Operational On-Site Survey; providing clinical expertise to research and administrative staff; working with NYSDOH internal colleagues, such as the Office of Health Insurance Programs and the Office of Public Health, and external stakeholders, such as Medicaid managed care plans, professional associations (e.g. American Academy of Pediatrics New York state chapters, ACOG, March of Dimes), and health care providers, and participating in ongoing evaluation activities including data collection, analyses and quality reporting.
