Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

Preferred Qualifications: Strong statistical and data management skills. Experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Experience developing and applying algorithms to link health care data across multiple data sources. Experience with visualization software such as Tableau is a plus. Proficiency with Microsoft Excel, Word, and Power Point. Excellent communication, organization, and program management skills. Ability to work independently in a fast-paced team environment.

Duties Description The Research Scientist (RS) will work within the Office of Quality and Patient Safety, Center for Applied Research and Evaluation, Bureau of Vital and Health Statistics and will assist in a broad range of analysis, research, reporting, and evaluation activities related but not limited to the NYS Vital Statistics Program.The incumbent will work under the direction of a senior level Research Scientist and will develop procedures and statistical programming (SAS, SQL) for the compilation and quality control of the Vital Statistics data for analysis and reporting. The incumbent will develop and maintain statistical programs to analyze data from multiple data sources and develop and apply iterative matching algorithms for linking. The incumbent will develop and maintain logic, including statistical methods to anonymize and de-identify data, and processes for Vital Statistics reporting for DOH Programs and for public web materials. The RS will work collaboratively with Programs across the Department and external partners to support information, statistics and conduct analyses related to public health priorities such as maternal and child health, the state’s response to the COVID-19 pandemic, stroke, sepsis, primary care, equity of care, and any other areas of public health focus and initiatives. The incumbent will work collaboratively with research staff across the Office on research design proposals, methods, and conduct higher order analyses that involve Vital Statistics, Statewide Planning and Research Cooperative System (SPARCS), All Payer Database (APD) data and other data sources that have been established to respond to the public health emergencies and data needs for vital events reporting. Research will include areas of importance to public health, and will result in the creation of visualizations, dashboards, consumer-oriented data materials, and other public presentations and reports. The RS will assist in the preparation of statistical briefs and manuscripts for publication. If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1 level, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.
