Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a master's degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

Duties Description The New York State Education Department's (NYSED) Office of P-12 Instructional Support is seeking candidates for an Assistant Commissioner of Learning Standards and Instructional Programs. Reporting to the Deputy Commissioner for P-12 Instructional Support, the incumbent of this position will lead, manage and oversee the Offices of Standards, Instruction, and Educational Technology, Career and Technical Education (CTE), and the Office of Early Learning; and provide guidance and direction in achieving the strategic goals of the Board of Regents and the State Education Department.

The incumbent will play a key role in implementing the existing and newly revised learning standards including but not limited to the Next Generation Learning Standards, oversee funding and monitoring of prekindergarten and voluntary registered nursery schools and kindergartens, oversee the NYSED CTE program approval process and Carl D. Perkins funding for CTE programs, as well as various competitive funding streams to support educational programming across the state. In addition, the incumbent will be responsible to guide policy initiatives related to online and blended learning.

The Office of Learning Standards and Instructional Programs is responsible for developing standards and overseeing professional learning opportunity initiatives in all subject areas for PreK-12 students including academic and technical subjects. This includes promoting high-quality CTE opportunities for all students. The incumbent for this position will oversee the development of policies, strategies and resources to assist school administrators, teachers and parents in understanding and implementing the NYS Learning Standards for academic, and technical subjects in grades PreK-12.

The Office of Early Learning provides oversight and technical support to school districts in the development, implementation and evaluation of programs and policies related to educating students in Pre-kindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy. The incumbent of this position will work to ensure the success of New York State's investment in high­ quality prekindergarten programs across the State, including the development and implementation of procedures, protocols and guidelines for monitoring and evaluating early childhood programs.

Duties of the position include, but are not limited to, the following:

• Oversee the development, revision, and implementation of learning standards in all subject areas;
• Development of Guidance and Policy related to Pre-K through grade 12 educational programs in all subjects including, Career and Technical Education and Early Learning;
• Oversee over $900 million in-state and federal funding for Universal Prekindergarten and Statewide Universal Full Day Prekindergarten, including the statutory monitoring under education law §3602;
• Develop and advise on policy, guidance and regulation related to online, virtual and distance learning schools and programs;
• Support the NY State Board of Regents Graduation Measures initiative
• Develop and present Board of Regents Items for discussion or decision including the development and review of amendments to the Regulations of the Commissioner;
• Lead Board of Regents and Department initiatives and projects related to educational programming and professional development; and
• Communicate and collaborate on initiatives of other NYSED P-20 offices including but not limited to the Office of Special Education, Bilingual Education, State Assessment and Accountability.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the pleasure of the Commissioner of Education. This position will require 30% Statewide travel. Filling of this position is contingent upon Division of Budget approval.

**If the position is filled in Brooklyn the salary will be subject to an additional $3,026 Annual Downstate Adjustment.
