Minimum Qualifications Admission to the New York State Bar and four years of experience in the practice of law subsequent to admission to the Bar.

Preferred Qualifications: Candidates must possess a law degree from an accredited law school. Admission to, and a member in good standing of, the New York State Bar is required. Candidates must possess a law degree from an accredited law school and have at least five years of experience handling formal administrative hearings and writing decisions that include findings of fact and well-reasoned conclusions of law. Admission to, and a member in good standing of, the New York State Bar is required. Candidates must also have knowledge and experience in administrative hearings held by video or in person pursuant to the New York State Public Health Law, Social Services Law, Elder Law and state and federal regulations, including titles 10 and 18 NYCRR and titles 7 and 42 CFR, and be willing to travel to conduct hearings throughout the state.

Candidates must have impeccable judgment and be committed to advancing the priorities of the NYS Department of Health. Supervisory experience is necessary because this position involves managing a growing bureau that currently consists of 13 administrative tribunal representatives, hearing officers, administrative law judges, and professional staff, and overseeing the assignment, tracking, and handling of hearings. Experience in conducting protracted hearings, and in preparing detailed written decisions in complex matters with voluminous hearing records, is important.

Duties Description The Bureau of Adjudication is an extremely active bureau within DLA, handling and/or conducting hundreds of administrative hearings and appeals annually. The Chief ALJ conducts hearings involving all Department divisions and serves as an ex-officio member of the Advisory Board to the Board of Professional Medical Conduct. Additional duties will be assigned as necessary to meet the Department's and Bureau's needs and objectives.

Additional Comments Three writing samples, preferably decisions from administrative hearings, must be submitted with the application.
