Minimum Qualifications Education Level required: Bachelor’s degree required in relevant field. Master’s degree in a related field such as Business Administration, Finance, Banking, Urban Planning, Real Estate Development, Public Administration and Policy or Law preferred.
Relevant experience required: Direct experience (5 years or more) in one or more of the following fields; economic development, government, business, finance, planning, real estate development, urban studies, public administration, or in the industry assigned to that individual. Master’s degree can be substituted for up to 2 years of experience.
Desirable Experience: Economic development experience and experience working with international business.
Knowledge required: Attributes of the specific industries assigned; Working of government, public policy objectives, business planning, public and private financing programs, business law, environmental policy/ regulations, design and construction issues, real estate development. Excellent writing and oral communications skills are essential.
Duties Description BASIC FUNCTION:
To provide superior customer service on behalf of ESD to several industry clusters including financial services, tech and professional services and the key trade association and major employers within that cluster by acting as an expert, resource, and primary outreach person for ESD, coordinating ESD’s activities, and taking a lead role in developing and implementing pro-active policies and projects within the assigned area(s). Assisting ESD’s Foreign Direct Investment efforts.
WORK PERFORMED:
The following work relates to the specific assigned industry cluster(s) assigned to each individual:
• Develop and maintain a positive relationship with industry contacts with the goal of employing information to form a public private partnership to address what the industry and individual companies need to grow within NYS.
• Conduct corporate outreach and marketing of NYS and ESD to large employers and key industry association and professional groups.
• Engage with foreign businesses considering establishing U.S. operations in order to encourage an investment in New York.
• Identify, analyze, and manage potential expansion, retention and attraction assistance projects.
• Liaise with other government and non-government entities to expedite projects and initiatives.
• Represent ESD at industry functions, conferences and events, and make presentations as necessary.
• Policy development and preparation of recommendations for legislative action.
• Preparation of briefings, analyses and other documents for senior management.
• Maintain complete and accurate data files on prospects, projects and initiatives.
• Lead and participate in project teams consisting of ESD staff and others in government and the private sector.
