Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-Cmty N&Hhs, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-Cmty N&Hhs under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Provisional Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six (6) years of public health, community health, or other nursing experience in an appropriate facility setting. Three (3) years of this experience must have been providing direct patient care and three (3) years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.

Preferred Qualifications;

Preferred candidate will have experience supervising surveillance and investigative activities and monitoring compliance to state and federal regulations which includes interacting with providers, public and other state agencies.

Duties Description The Consultant Nurse will serve as Complaint Manager in the Capital District Regional Office Division on Nursing Homes and ICF/IIS Surveillance ensuring that nursing homes are in compliance with State and Federal regulations. Typical responsibilities include, but not limited to: prioritizing complaints, managing workloads, supervision of staff, oversight of staff investigation process and report writing, participate in review of enforcement actions, interaction with state agencies and complainants, analyze complaint data to track trends and poor performing facilities and meet with the Statewide Complaint Manager and Regional Office Complaint Managers to ensure consistent surveillance practices across the State.
