Minimum Qualifications Promotion:
One year of permanent or non-competitive experience as a Public Information Specialist 1, Multimedia Production Technician, Graphic Designer 1, or Photographer 2

Open Competitive:
A bachelor’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND two years of experience in public or governmental relations, and/or in writing or producing content for various media;

OR
A Master’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, and digital marketing AND one year of experience in public or governmental relations, and/or in writing or producing content for various media;

OR

Six years of experience describe above.

Duties Description Publications:
• Create or assist in the production of more than 100 print publications (booklets, newsletters, reports, etc.) and the repurposing of that content into dynamic web presentations.
• Designs, layouts and graphics are visually appealing and appropriate for the target audience and intended media.
• Color, space and other requirements (specified by project) are met.
• Graphs and charts are clear and easily understood.
• Design cohesiveness is upheld throughout the layout.
• Technical specifications for digital publications adhere to bureau standards. Ensures technical details of web and digital components are precise and accurate.


Design & Artwork Development:
• Using Adobe programs (PhotoShop, Illustrator, After Effects, etc.), conceptualize and develop designs and layouts that are visually interesting and appropriate for the target audience for use in a variety of digital media campaigns.
• Produce digital designs, such as infographic, images, still and animated graphics, for electronic media and social media sites.
• Create graphics for websites, banners, videos, e-newsletters, etc. by applying design fundamentals such as color, space, layout, and typography.
• Produce samples for review, discuss designs with NYSLRS staff and make needed improvements.
• Ensure that NYSLRS design guidelines regarding logos, color themes and other creative aspects are consistently and accurately applied across all platforms.

Web Development Using Content Management Systems:
• Create, modify and edit webpages using content management systems (Drupal for the internet and Joomla for the intranet).
• Ensure that page hierarchy is correct, templates are correctly applied, meta information has been added and naming conventions meet bureau/agency standards.
• Follow bureau procedures, best practices and style guidelines to produce high-quality and accurate work.

Web Document Development and Maintenance:
• Create or implement recommended updates to agency online documents, including PowerPoint, forms, reports, and training and guidance documents. May require use of Adobe InDesign or Microsoft Office.
• Using Adobe Acrobat, maintain NYSLRS electronic forms ensuring these are accurately published on the web, branding is correctly applied and functionality meets W3C ADA compliance standards.




Social Media:
• Participate in the creative development and technical implementation of the NYSLRS social media sites, such as the blog (WordPress), Facebook, Twitter and YouTube.
• Assist with creating, coordinating, and publishing content.
• Assist in monitoring customer engagement on social sites and coordinating responses.

Email Campaigns:
• Develop HTML email templates.
• Oversee NYSLRS email campaigns for both internal staff and external customers using MailChimp and Outlook.
• Assist with administration of NYSRLS MailChimp account.

Content Coordination:
• Confer with NYSLRS staff to determine design and marketing strategies.
• Ensure staff discussions result in a clear understanding of project objectives and expected results.
• Recommend and determine form and format of finished product.

Additional Comments PREFERRED QUALIFICATIONS:
• Exceptional graphic design and artwork development skills.
• Superior knowledge of software associated with traditional and digital publication design, as well as web and multimedia design and production, such as Adobe InDesign, Photoshop, Illustrator and Acrobat Pro. Knowledge of other programs, such as Adobe Dreamweaver, After Effects and Premiere Pro.
• Exceptional knowledge of content management systems, such as Drupal, Joomla and WordPress. Knowledge of HTML and CSS preferred.
• Knowledge of social media tools such as Facebook, Twitter and YouTube.
• Knowledge of web analytics (Google Analytics).
• Experience with developing and monitoring surveys using SurveyMonkey.
• Exceptional communication and interpersonal skills, and a demonstrated ability to lead and work well with others.
• Exceptional organizational skills and the ability to manage multiple, large-scale projects simultaneously.
• Ability to produce quality work in a fast-paced, deadline-oriented environment.
• Ability to produce work that complies with industry standards coupled with an exceptional level of attention to detail.
• Ability to learn and adapt to new technologies, and expertly use them in communications solutions.
