Minimum Qualifications Current Justice Center for Protection of People with Special Needs employee with permanent, contingent-permanent or 55b/c status as a Legal Assistant 1 and interested in reassignment;

OR current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c status as a Legal Assistant 1;

OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1* of the Civil Service Law.

*Candidates must also possess an associate’s degree (or higher) in a paralegal/legal assistant program OR a certificate in a paralegal/legal assistant program where either the degree or certificate was granted from a regionally accredited college or university, or college or university accredited by the Accrediting Council for Independent Colleges and Schools (ACICS) or one approved by the American Bar Association (ABA).

Duties Description Duties will include, but not limited to the following:
• Develop a working knowledge of the Freedom of Information Law (Public Officers Law, Article 6) (FOIL) and Social Services Law § 496 as well as other relevant state and federal statutes in order to perform research in association with these statutes.
•Format, type and proofread legal documents and review outgoing correspondence for proper grammatical usage, clarity, etc.
•Track all pending records by creating the appropriate files, maintain all calendars and ensure that all deadlines are met.
•Assist in responding to records requests, which include FOIL requests, subpoenas, and other disclosure requests. This includes the gathering of relevant documents, reviewing all relevant files to identify responsive items, making legal determinations of confidentiality, and maintaining records of all responsive items to be provided to the party making the request.
•Accurately release all responses on time. Close out all requests by updating the files appropriately, including an outlook calendar, access database, and excel spreadsheets.
•Read, review, and redact specific information from case investigation reports, other investigative materials, administrative hearing decisions, and other sensitive documents.
•Audit and review redactions performed by others.
•Must be able to set own priorities and manage all deadlines in accordance with legal timeframes.
•Answer phones, provide factual information to callers, route calls or take messages as directed.
•Respond professionally and in a timely manner to all inquiries.
•Provide extensive assistance to others by performing various legal and administrative tasks.
•Assist with the creation, documentation and implementation of procedures and filing systems.
•Provide thorough and comprehensible training to staff learning to perform tasks at which you are already proficient and/or knowledgeable.
•Conduct legal research.
•Perform other duties as assigned.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
