Candidates must have one year of permanent competitive service in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. Preferred Qualifications:

• A bachelor’s degree in a human service-related field (i.e., Social work, psychology, etc.) and minimum of two (2) years’ experience working with people who have Developmental Disabilities.
• Display strong writing, verbal communication, interpersonal, and organizational skills.
• Possess the ability to work independently.
• Have a working knowledge of and be proficient in the use of a computer.
• Possession of a valid driver’s license to operate a motor vehicle in New York State is preferred.

Duties Description The Program Operations Specialist 1 will work with the Bureau of Assessment Oversight and Coordination (BAOC), Assessment and Quality Assurance (QA), Quality Management (QM) and Statewide Assessment Operations workforce.

The candidate will assist in performing a wide variety of tasks to maintain efficient workflow with the BAOC Operations across the state, support processes necessary for next steps with assessment implementation, assist with IT development and evolution of existing systems, provide oversight of contract vendors, and provide general support to bureau leadership and the OPWDD as a subject matter expert. The Program Operations Specialist 1 role is critical to OPWDD successfully achieving the implementation of the CAS and meeting its Transformation Agreement goals.

The Program Operations Specialist 1 will report to the BAOC Assistant Director and will support the bureau in:
- Compiling and analyzing assessment and QA data for reporting to leadership
- Assisting with the development and continued implementation of both assessment and quality assurance/quality management programs.
- Providing communication, informational updates and in-person training to State Offices, contract vendor and field staff as needed.
- Coordinating and supporting public presentations with stakeholders.

Responsibilities include, but are not limited to:

• Support activities of QA/QM and state and vendor operations teams.
• Participate in QA/QM “Community of Practice”, share information and give feedback and guidance.
• Report issues to the POS2 as appropriate.
• Help facilitate and act as a liaison with the state assessment for quality oversight activities and address any issues that may arise.
• Manage multiple priorities effectively, including prioritizing work plans and work assignments and meeting deadlines.
• Liaison with Developmental Disability Regional Office Front Door leads to resolve individual electronic health record issues.
• Coordinate OPWDD IT system, Tracking and Billing System (TABS)/CHOICES, updates for assessment operations, QA/QM.
• Receive and process assessor staff changes in accordance with privacy and security agreements.
• Organize, update, and maintain initial contact script for Care Coordination Organization's EHR systems.
• Navigate multiple systems for assigning priority assessments to State assessors.
