Minimum Qualifications Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

Duties Description As a member of the Division of Statewide Services, the Director of Policy and Clinical Supports will provide support to the DDROs and voluntary provider system throughout New York State under the direction of the Deputy Commissioner of Statewide Services. The incumbent will be responsible for identifying and advancing statewide priorities that support and promote innovative, individualized, community-based solutions that empower individuals with developmental disabilities to live richer lives. Under the supervision of the Assistant Commissioner of Statewide Services, and in collaboration with other executive level staff, the Director of Policy and Clinical Supports provides primary assistance and support to a number of statewide functions and initiatives including but not limited to the Bureau of Behavioral Services, Bureau of Nursing and Health Services, Bureau of Statewide Clinical Programs, and Bureau of Technical Support. The role will also support the bureaus projects and interface with other bureaus and divisions within the agency and conduct relevant work with stakeholders and provider agencies.

Under the supervision of the Assistant Commissioner of Statewide Services, the Director of Policy and Clinical Supports will assist with the development, organization, and metrics/tracking of progress in specific Statewide Services goals consistent with OPWDD’s mission, vision, values, and continuous quality improvement philosophy. They will provide consultation and technical support to the DDSOO and DDROs on matters involving health and behavioral health services and care as well as actively participate on various committees for quality assurance. This includes the Statewide Committee on Incident Review (SCIR), Mortality Review, Restraint Reduction, and Abuse Prevention as well as lead or support the development of policy and procedure that ensures individuals have access to quality care.
The Director of Policy and Clinical Supports leads various initiatives related to revenue generation including use of electronic systems that lead to efficiency and accuracy of billing. In addition, they will work with relevant stakeholders to achieve consistency of practice in centralized functions across all relevant areas under the purview of Statewide Services (e.g., eligibility, behavioral, clinical, and health services, records management and use of technology to deliver services and to manage and share health information, quality assurance).

This position has essential tasks that include but are not limited to:

•Participate as a member of the Central Office management team, supporting agency activities related to compliance with Federal and State laws, rules, regulations, policies and guidelines that address various aspects of the provision of services.
•Develop, along with relevant leadership, the division priorities to assure that resources are appropriately allocated to the goals / initiatives and that they are aligned with agency direction.
•Provide critical oversight and guidance to bureau directors, assist in project assignment and tracking and maintain forward movement on projects to assure timely completion and meeting of deadlines.
•Oversee and support bureau operational tasks such as Article 16 Clinic operations, Pre -Admission Screening Resident Review (PASRR), Independent Practitioner Services for Individuals with Developmental Disabilities (IPSIDD), Third Step Eligibility process, Restrictive Intervention Application (RIA) review, Behavior Management Regulation consultation, Incident Review, Health and Nursing policies and related curriculum, and Mortality review.
•Coordinate the development of standardized state policies across disciplines such as nursing, health, psychology, and other disciplines in the provision of care for individuals with intellectual and developmental disabilities.
•Interface and engage stakeholders in program goals to ensure buy in and investment in operations, standards and policy that improve services for those individuals with I/DD.
•Collaborate and coordinate meetings between various divisions’ staff to ensure consistency in understanding and support of practices across the agency.
•Support and participate in relevant quality assurance activities and review procedures to assure consistent understanding of policy and expectations across the system of care.
•Promote the Commissioner’s vision of system reform and transparency, while working with the DDSOO and Regional Offices to assure commitment to Putting People First.
