Minimum Qualifications Administrative Assistant Trainee 1, NS=SG-8:
You must be reachable on an appropriate eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.

To transfer under Section 70.1 to the trainee 1 level, you must have one year of permanent, competitive or 55 b/c service in a qualifying title allocated to a salary grade 6 or higher.

Trainees will be required to take four mandatory courses the first year of the traineeship and four elective courses the second year of the traineeship in four competency areas through the CSEA Partnership, or equivalent offerings through another entity as determined by the agency.

Successful completion of a two-year traineeship leads to appointment to Administrative Assistant 1, SG-11.

Administrative Assistant Trainee 2, NS=SG-10:
You must be reachable on an appropriate eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.
To transfer under Section 70.1 to the trainee 2 level, you must have one year of permanent, competitive service in a qualifying title allocated to a salary grade 8 or higher AND have completed the four core administrative support courses.

Administrative Assistant 1, SG-11:
You must be reachable on the Administrative Assistant 1 eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.



70.1 Transfer:
To transfer under Section 70.1, you must have one year of permanent, competitive or 55 b/c service in a qualifying title allocated to a salary grade 9 or higher.

If you are not currently incumbering or have not previously held a keyboarding or secretarial title, you will have to take and pass a typing proficiency exam to qualify for transfer.

Appointment via 55-b/c program:

For a 55-b/c appointment you must:
• Possess the minimum qualifications for the selected title as established by the Department of Civil Service
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description Director and Bureau Administrative Support
• Assist the Director, Assistant Director, and staff of Management Services by answering phones, scheduling meetings, and preparing documents for meetings including tables charts and reports, handling routine calls and inquiries.

Personnel Liaison
• Direct contact with Human Resources as Personnel Liaison on matters pertaining to the hiring process, as well as receiving and distribution on-going HR-related correspondence to appropriate supervisor of staff. Responsible to on-board and off-board all staff members.
• Ensures emergency contact information and calling tree information is updated accurately.
• Works with unit supervisors and Human Resources to ensure Probation Evaluations are completed timely, as well as all staff having up-to-date performance plans on file.

Service Desk
• Ensures all incoming requests for building services or other assistance is quickly and correctly recorded and a work order is generated.
• Greets customers on phone or in-person to discuss requests and field questions regarding all services provided by Management Services, including but not limited to supply inventory, mail intake and process, room set-up, and requests for delivery and/or building services.
• Follow-up with appropriate areas on any work orders pending beyond the normal expected timeframe to resolve issues and ensure completion. Work orders include a wide range of requests, including but not limited to small furniture requests, (swapping a broken chair, installing an overhead bin) replacing broken clocks throughout the building, and removing shelving units.

Visitor Management System Support
• Assist OSC employees with OSC’s Visitor Management System for visitor access at 110 State Street.
• Works with liaison group consisting of representatives from all program areas on visitor.
• Works directly with Security Personnel when program area representative is not available.

OSC Identification Card Control System Administration
• Assist the unit in the OSC Statewide employee access control system by properly assigning and removing access rights, ensuring compliance in procedures is completed.
• Works directly with Bureau Management for special assignment or restrictions to employee or contractor issued IDs.

Training & Conference Room Management
• Reviews reservation requests for 3rd Floor rooms, as well as several other rooms located throughout 110 State Street to ensure the best and most efficient use of rooms.
• Works with requestor to relocate if necessary.
• Creates and ensures proper signage is in place daily.
• Submits all orders for room set ups, detailing all necessary accommodations.
• Reviews for proper set-up, working with staff to resolve any issues that arise or answer questions during the set-up process.

Agency Parking Support
• Creates and updates OSC parking forms.
• Works with OSC staff on a variety of parking needs. This includes being the OGS Liaison for any Downtown Albany Parking needs.
• Ensures OGS follows Agency guidelines in issuing parking permits and works directly with OSC employees on paperwork, hangtags or other needs that arise.
