Minimum Qualifications Eleven years of professional experience, of which three years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may substitute for four years of the professional experience described above.

Preferred Qualifications:
A licensed pharmacist in good standing in the State of New York; have experience in administering a state prescription drug monitoring program or working in a state controlled substance authority; a strong background in legislative/regulatory processes including interpretation, development and implementation of regulations and laws, especially as they relate to medical and pharmacy practice; strong analytical skills and both legislative and technical knowledge relating to pharmacy practice, pharmaceutical and medical studies, controlled substances, and data; excellent communication and presentation skills, including development and drafting of internal and external documents, correspondence and appropriate interpretation and presentation of data; excellent interpersonal skills, strong project management skills, be highly organized, and demonstrate the ability to interface with many different levels of internal staff, Department executive staff, other agencies, and external interested parties; the ability to develop program requirements and assist in the implementation of IT programs that support Bureau initiatives; have experience in supervising various levels of employees, and managing contracts and contract staff; have strong computer skills in Word, Excel, and Power Point.

Duties Description The Health Program Director 1 (HPD1) will serve as the Deputy Director of Narcotic Enforcement and will be responsible for administration and oversight of the following programs: New York State’s Prescription Drug Monitoring Program, Official Prescription Program, Electronic Prescribing, Prescriber Education and Electronic Health Records Integration. The HPD1 will provide supervisory oversight for: BNE’s program units, policy initiatives and activities; administration and public health initiatives; data collection and analysis; regulatory compliance; licensing and drug disposal and risk assessment program (internal controls). Additional responsibilities include, but are not limited to, the following: Oversight of development and implementation of new Bureau programs, regulatory changes, the ITIR, grant activities, ECU responses, and FOIL Requests and Responses; oversight of the Bureau budget, including the development and submission of expenditure plans, oversight of purchasing including final approval of purchases, tracking of Bureau disbursements and timely payment of all invoices; develop and review all communications for grammar, accuracy, and clarify for internal and external customers; liaison with Department administrative and human resources staff relative to the hiring process, as well as the onboarding of new staff and setting appropriate IT permissions; liaison with, including outreach and educational presentations to, the pharmacy and practitioner communities, professional organizations, and State and federal organizations.
