Minimum Qualifications MINIMUM QUALIFICATIONS

Thirteen years of progressively responsible administrative experience in either a private or public sector organization providing financial, human, workforce, educational or social services. At least four years of that experience must have been in a senior management capacity involving responsibility for the development, oversight and/or assessment of policies and programs related to workforce development and reemployment services and the direction and coordination of the major operations of such programs.

A bachelor’s degree may substitute for four (4) years of the general administrative experience.

Duties Description STANDARD DUTIES:

Under the general direction of the Deputy Commissioner of Labor for Employment and Training, the incumbent will plan, direct, oversee and assess all programs and activities within the Division of Employment and Workforce Solutions. They will coordinate all field-based Career Center operations with the policies and practices of central and/or administrative units within the Department. Duties include, but are not limited to:
• Establish general operating policies, plans and work programs encompassing all local and regional office activities relating to the Department of Labor (DOL) Division of Employment and Workforce Solutions
• Develop and implement plans to ensure DOL’s resources are being used to deliver optimal services to job seekers, employers and the community
• Oversee the provision of Statewide consultant services, technical assistance and special counseling and placement services to groups such as the disadvantaged, disabled, youth, veterans, migrant workers etc.
• Provide overall direction to activities such as economic studies, occupational analyses and human resources to achieve maximum utilization of the labor force in a given area, an employer, profession etc.
• Direct the control of expenditures in accordance with operating needs and budget allotments
• Conducts conferences and negotiations as a representative of DOL with local, state and federal officials in matters affecting service delivery policies and programs
• Confers with DOL administrative offices regarding staff training, publicity, and personnel matters
• Collaborates with the Unemployment Insurance Division regarding programs with inter-divisional overlap
