Minimum Qualifications Bachelor's degree in mathematics, statistics, biostatistics, public health, epidemiology, or a related field, and four years of post-degree professional research experience in a related field; OR a master’s degree in one of the above fields and three years of post-degree professional research experience in a related field; OR a doctoral degree in one of the above fields, and one year of post-degree professional research experience in a related field.
Preferred Qualifications: Preferred candidates will have experience in the development and management of a large database that is used to support a public health surveillance system. Knowledge of principles and methods of public health surveillance, and experience in applying the standard criteria for evaluating the effectiveness and usefulness of public health surveillance systems is desired.
Experience in the following areas is also preferred: an ability to link public health program knowledge to conceptual modeling, statistical analysis, and interpretation of results; evidence of excellent analytic, critical thinking, and scientific writing skills; a track record of presenting surveillance and research results to technical and non-technical audiences; intermediate or better proficiency in Statistical Analysis System (SAS) programming, Microsoft Excel, PowerPoint, and Word; and experience in spatial analysis using ArcView or other publicly-available software.
Duties Description The incumbent will serve as the Pediatric Nutrition Surveillance System (PedNSS) Coordinator and will have oversight of nutrition surveillance and tracking of priority indicators through the PedNSS, Pregnancy Nutrition Surveillance System (PNSS), and the Behavioral Risk Factor Surveillance System (BRFSS). The PedNSS Research Scientist 3 (RS 3) will also undertake data analyses that support the Division of Nutrition's performance measurement projects, as well as analyses that track progress towards the Department of Health's Prevention Agenda goals.
The incumbent will also use effective leadership and sound decision-making to conduct evaluation studies and statistical analyses that will address emerging data needs in the New York State Women, Infants, and Children (NY WIC) program and will disseminate results using scientific manuscripts, written reports, and oral presentations to reach both professional audiences and the public.
The RS 3 will also write grant proposals and conduct original research using PedNSS data to generate new or actionable knowledge for enhancing the delivery of nutrition assistance programs and related nutritional and behavioral outcomes among program participants. The incumbent will also take an active role in the mentorship and training of junior research staff and graduate interns. The incumbent will also review external research study protocols and coordinate external data requests.
Additional Comments Permanent, full-time, non-competitive appointment. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Appointment will be made at the Research Scientist 3, Grade 25, level.
