Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six years of public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care and three years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.
Preferred Qualifications: Prior experience as a nurse consultant or other position required to provide consultation services in order to improve nursing and/or other health care programs and standards including but not limited to clinical, operational or legal matters. Experience conducting clinical reviews to ensure compliance with laws, rules and regulations; coordinating and facilitating meetings and/or workgroups; and developing policy or position papers. Experience in public speaking and/or representing an employer in formal settings. Strong written and oral communication, organization and time management skills. Demonstrated experience successfully leading teams. Working knowledge of NYS Regulations governing adult homes, enriched housing programs, assisted living programs, and transitional adult homes.
Duties Description Working within the Division of Adult Care Facility and Assisted Living Surveillance and reporting to the Bureau of Quality and Surveillance Director, the Consultant Nurse will assist the Bureau of Quality and Surveillance Director and serve as the Division’s clinical and regulatory expert, providing guidance to improve the quality of care and regulatory compliance. The Consultant Nurse will alongside the Bureau of Quality and Surveillance Director work independently and as a team leader in assessing :
• Overseeing and performing quality assurance activities, including but not limited to, conducting recurring (i.e., quarterly) QA reviews of 1)Regional Office issued statements of deficiencies and related plans of correction resulting from surveillance activities; 2) Incident Reports submitted by facilities; and 3)Waiver submissions and reviews.
• Serving as a clinical and regulatory expert providing guidance to improve quality of care and regulatory compliance and providing feedback, as appropriate, including providing appropriate regulatory interpretation and guidance to stakeholders.
• Identifying priorities for review and consideration before the Division’s Clinical Workgroup and assessing the groups’ recommendations. Ensuring timely submission of recommendations; including proposed correspondence and or affiliated training, if necessary; and serving as the primary contact for Department inquires.
• Supervising designated program staff, providing direction in their daily activities, reviewing their work, identifying training needs, handling administrative requirements (i.e., travel authorization, timecard completion) and completing performance evaluations as required.
• Identifying staff training needs and develops and presents continuing education activities for program staff.
• Participating in the Division’s Quality Assurance Committee and other statewide clinical Division initiatives designed to streamline processes and improve the quality of care for adult care facility residents.
• When needed, functioning as the Assistant to the Bureau Director by performing delegated administrative responsibilities for one or more program functions.
• Performing other duties as needed.
Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title. This position may require proof of vaccination against COVID-19.
