A Bachelor’s degree and seven (7) years of experience in the planning, design and evaluation of Medicaid, Medicare, public health or government program initiatives, including oversight and preparation of policy analysis that incorporates interpreting complex data and evaluating research studies. Two (2) years of the experience must have been at a managerial level.

* Substitutions: A J.D. or a Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications
The preferred candidate should have excellent written and oral communication and interpersonal skills, including public speaking before targeted audiences; experience with alternate payment methodologies, including knowledge and professional experience working in Medicaid and Medicare and a comprehensive understanding of Value Based Payment (VBP) programs and how these can be applied to insurance programs; commensurate experience demonstrating the ability to represent the Department in public forums, engage stakeholders, effectively communicate policies, new initiatives, program guidance and directives; strong management and supervisory skills; and the ability to effectively manage competing priorities.

Duties Description The Director of Alternative Payment Models (APM) Value Based Payments primary responsibilities are to oversee and manage the Department of Health’s (DOH) efforts toward achieving payment reform and its underlying principles for Medicaid Managed Care, as outlined in the New York State (NYS) Value Based Payment (VBP) Roadmap. The Director’s focus is to assist the DOH and the OHIP in achieving the NYS payment reform goals. They will report directly to the NYS Medicaid Director as the Director of the Alternative Payment Models (APM) Value Based Payment (VBP) program, and will be responsible for the following duties: Providing oversight to Alternative Payment Models (APM) used in the development of efforts toward achieving payment reform and its underlying principles for Medicaid Managed Care, as outlined in the New York State (NYS) Value Based Payment (VBP) Roadmap; Contribute to the strategic and operational direction of the 1115 waiver as it relates to APM and VBP design; Manage and maintain the development and design of the NYS VBP Roadmap and help ensure the State’s payment reform activities are carried out in accordance with the provisions of the Roadmap; Collaborate with appropriate divisions to design and assess performance of the VBP program as laid out in the 1115 waiver; Support the Medicaid Director in the development of the technical design of NYS’ payment reform program, including but not limited to, program incentives, penalties, risk sharing, arrangement structure, and other VBP standards and guidelines as they are identified; Coordinate OHIP efforts with cross DOH-Offices and other State agencies to support VBP implementation; Support the State Medicaid Director with the development and execution of internal and external stakeholder workgroups as appropriate; Stay abreast of emerging health care opportunities, challenges, and health related policy that fall within Medicaid Managed Care that impact NYS Medicaid payment reform and the State’s ability to achieve the goals and principles outlined in the NYS VBP Roadmap. Examples may include, but not be limited to, effectively engaging NYeC to support payment reform, or addressing emerging health epidemics to the extent they fall within Medicaid Managed Care and impact the success of VBP reform; Direct and coordinate activities that are carried out by DOH Divisions to achieve Medicaid payment reform; Work with Division Leads to identify optimal staffing models to continue work and effort related to payment reform (i.e.Finance, Data Services, MCO Contracting, Social Determinants of Health); Recommend and advise the Medicaid Director on workforce needs to support VBP design and implementation and lead the development of the OHIP VBP team as appropriate; Oversee core program management functions for activities related to VBP reform; and Report to the NYS Medicaid Director on key developments, challenges, VBP design considerations and progress related to the State’s VBP initiatives.

Additional Comments *Salary Range from $112,155 to $141,538, commensurate with experience.
