Salary RangeFrom $88161 to $111111 Annually
Minimum Qualifications Eight years of project management experience which must include Planning and at least one of the other management process groups: Initiating, Executing, Controlling, or Closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans AND completion of twenty-one contact hours of project management training within the last six years.
OR
An Associate Degree and six years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
OR
A Bachelor's Degree and four years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
OR
A Master's Degree in Project Management and three years required experience as described above and completion of twenty-one contact hours of project management training within the last six years;
OR
A current certification from the Project Management Institute as a Project Management Professional (PMP) and one year of post certification required experience as described above.
Duties Description 1. Define scope statements and document project requirements using best practices and past experiences. Oversee projects within the RFP development to ensure they are managed and operating within budget and established timeframes.
2. Develop a project schedule including identifying and scheduling project deliverables, milestones and required tasks. Coordinate and collect information from the project team including gathering, compiling, organizing, and analyzing data received from the team and other stakeholders to provide to the Project Lead and Project Director.
3. Document and present resource needs to agency management and coordinate project activities with those of program areas by partnering with HESC staff.
4. Design and implement quality metrics to analyze project performance. Ensure that project resources are used effectively.
5. Develop project communication plan. Monitor communication between project team and HESC staff. Participate in technical presentations for vendors, key stakeholders, etc.
6. Create and maintain project (RFP) implementation plans, design documents, project budget, status reports and update systems to reflect alignment with RFP timeline.
7. Compile detailed project reports and communicate project status to stakeholders. Provides regular updates on progress of all aspects of the RFP development. Identify and address roadblocks and/or delays to ensure timely completion of RFP.
8. Manage contract relationships. Coordinate work between vendors and HESC throughout the implementation phase. Manage the completion and distribution of all deliverables from the vendor by tracking delivery status and implementation schedules in accordance with the terms of the RFP.
9. Plan and conduct project analysis sessions.
10. Develop and implement a formal risk mitigation plan and perform regular risk analysis and risk mitigation techniques.
11. Respond to incidents and implement proactive measures to minimize service interruptions.
12. Design, develop and maintain standard operating procedures.
13. Conduct training on high priority topics and/or advanced topics related to the management of the RFP project.
14. Report on-going progress to Project Director and escalate/resolve problems and identified risks as needed.
15. Perform other duties as assigned.
Additional Comments NOTE: The hours of this position require working between 8:00 a.m. and 5:00 p.m.
NOTE: The starting salary for this position will be equivalent to the hiring salary of a PS&T Grade 25.
