Minimum Qualifications Non-Competitive: bachelor’s degree in the natural sciences and three years of post-degree professional research experience in an appropriate field.

Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Knowledge of Federal and State environmental laboratory methods, standards, quality assurance, audits, and applicable laws and regulations, including but not limited to US EPA methods; ISO 17025; the NELAC Institute 2003, 2009, and 2016 standard; Clean Water Act; Safe Drinking Water Act; Subpart 55-2; ELAP certification manual; and 40 CFR 136 and 141. Ability to apply knowledge from laboratory settings to regulatory enforcement and compliance activities. Ability to work independently as well as excellent written and verbal communication skills

Duties Description The Environmental Laboratory Approval Program (ELAP) is responsible for ensuring the accuracy and reliability of testing of NYS environmental samples performed by approximately 500 laboratories. Laboratories are certified by ELAP to perform testing n fields including air/emissions, drinking water, non-potable water and solid waste/soils. To be accredited, laboratories must demonstrate acceptable performance through proficiency testing (PT). The incumbent will serve as the program’s technical specialist and is responsible for communication with laboratories and outside entities, reviewing PT reports and raw data, making required or requested accreditation changes, following and assisting with revisions to Standard Operating Procedures, and review of analytical reports to ensure regulatory and method requirements. The person selected for the position will also respond to technical questions from laboratories and serve as the program’s expert in environmental PT and data management.

Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.
