Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications): A bachelor’s degree in any area AND two years of professional administrative or professional clinical experience in one or more of the following areas:

Either 1. professional administrative experience related to regulatory activities which include medical or programmatic review, audit, and/or regulatory activities observing and evaluating patient or resident care in a health care facility regulated by a governmental agency. Provision of direct care services are not qualifying;
Or 2. oversight or coordination of regulatory compliance and/or quality assurance activities in a health care delivery system;
Or 3. participating in the development or implementation of state or federal regulations that govern the provision of health care;
Or 4. supervision of clinical staff who provide health related services in a health care facility regulated by a governmental agency;
Or 5. evaluating the quality of health care provided to individuals to ensure that professional standards of practice are met and health related services comply with governmental regulations.

*A master’s degree in public health, health policy and management, health care administration, hospital administration, health care finance, social work, nutrition, or physical therapy may substitute for one year of experience. You must clearly indicate how you meet the remaining one year of required experience.

**General administrative experience in personnel, budgeting, purchasing, security, or maintenance is NOT qualifying. Experience in a physician’s office, correctional facility, or school setting is NOT qualifying.

***Qualifying health care or medical settings include: facility or entity licensed or regulated by a state government entity; facility for the mentally disabled as defined by New York State Mental Hygiene Law; heath care facility under the jurisdiction of the federal government (e.g., VA/military hospitals); or agency involved in the regulation or accreditation of health care facilities or agencies (e.g., state departments of health, HCFA, JCAHO.)

****A health care delivery system for the purposes of this examination includes general or governmental hospitals and hospital clinics; nursing homes; diagnostic and treatment centers; licensed ambulatory surgery centers; assisted living facilities; adult care residential facilities; rehabilitation facilities, including intermediate care facilities for developmentally disabled; hospice agencies and units; home health care agencies; end stage renal disease clinics; health maintenance organizations; community based home care programs; and psychiatric hospitals.

Preferred Qualifications;

Incumbent of this position should possess strong organizational skills and attention to detail, knowledge of Microsoft Office products; strong writing and verbal skills are required. Experience or knowledge of home care and hospice services or surveillance processes would be preferred.

Duties Description Working within the Bureau of Administration and Information Management in the Division of Home and Community Based Services (DHCBS), the incumbent will coordinate and monitor surveillance scheduling and activities pertaining to Licensed Home Care Service Agencies (LHCSA), Certified Home Health Agencies (CHHA) and Hospice provider surveys. Job responsibilities include but are not limited to: utilization of internal databases and surveillance reporting systems (ACO, ACTS and iQIES); review of monthly survey information provided by the regional offices to ensure compliance with state and federal requirements; assist surveillance staff with issues/data entry to ensure compliance with the requirements of the automated systems; assist in the development of guidance materials, including policies and procedures; prepare accurate reports (monthly, annual & ad hoc) for Division management; manage the Bureau Mail Log; conduct and track requested compliance checks within required timeframes; and collaborate with DHCBS program staff in central and regional offices.

This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
