Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 4, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-23 and deemed eligible for transfer to Health Systems Specialist 4, G-25 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Consultant Nurses, Principal Sanitarian, Health Program Administrator 1, Standards Compliance Analyst 2.

Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Consultant Nurse (Hospital Nursing Services Administration), Consultant Nurse (Community Nursing and Home Health Services), Health Systems Specialist 3, Health Systems Specialist 3 (Emergency Medical Care), Hospital Nursing Services Consultant, Principal Sanitarian, Regional Medical Care Administrator, or Senior Nutrition Services Consultant, AND sat for exam 38-516, held October 16, 2021.

Preferred Qualifications;

Three years of Life Safety Code Surveillance experience. One year of supervisory experience. Fire Inspector 1 Certification, Basic Life Saftey for Long Term Care Facilities Certification, NFPA certification and SMQT (Surveyor Minimum Qualification Test) Certification Knowledge of Long Term Care Survey Process, LSC waiver application process, Certificate of Needs Application process.

Duties Description The Health Systems Specialist 4 will provide oversight of the Life Safety Code and environmental health programs for the Nursing Home Surveillance program in the MARO Regional Office. The selected candidate will function as a first-line supervisor to other Sanitarian staff in the MARO are offices. The position will also conduct onsite inspections as necessary, review Certificate of Need applications, review and monitor LSC waiver applications in the MARO Region. Delegate such reviews to sanitarian staff in MARO offices. The HSS 4 will provide oversight and monitoring of work assigned to sanitarian staff. The HSS 4 will work in conjunction with the MARO Health Survey Program managers to develop monthly surveillance schedules. The HSS4 will also work with Complaint managers to review and assign Physical environment and LSC complaints to sanitarian staff. The HSS 4 will assist in COVID-19 related surveys and activities as needed. The HSS 4 will report directly to the MARO Regional Area Office Director for Nursing Home Surveillance. The selected candidate will prepare reports, review plans of corrections, oversee post survey revisits. The candidate will monitor all surveillance and enforcement activities for the LSC surveys. The candidate will also serve as liaison between Bureau of Licensure, CMS, and the Regional office as appropriate and direction of the Regional Area Office Director. In addition, as needed the candidate will provide statewide guidance to Sanitarian staff in other regions regarding LSC waiver applications and Post Survey Revisits of Federal Monitoring Surveys.
