Minimum Qualifications • Six (6) years of experience in operations, business administration, public policy, or a related field; OR
• A Bachelor's degree in Business Administration, Communications, Public Administration, Public Policy, or a related field and two (2) years of experience in operations, business administration, public policy, or a related field. A Master's degree in Business Administration, Communications, Public Administration, Public Policy, or a related field may substitute for an additional year of experience.

Preferred Qualifications:
• Experience working in New York State/New York City government;
• Knowledge of health and human services policies and programs in New York State/New York City government;
• Excellent time management and adaptability;
• Power user of Microsoft Excel, Word, Outlook, SharePoint, Access, and Oracle PeopleSoft;

Duties Description Under the direction of the Resource Management Lead, the Resource Analyst will provide professional support to executives, program managers, and staff. Additionally, the incumbent will provide business services for the IES program and lead office and support activities. This role is responsible for managing and completing daily tasks associated with IES Operations administration including efforts related to onboarding and offboarding, resource coordination, office administration, and process creation.

Duties include, but are not limited to the following:
• Oversee the interview scheduling process for state and contract staff, including training administrative staff and interns on the process, ensuring records are accurately maintained;
• Manage the onboarding and offboarding processes and work with the Administrative team, hiring managers, HR, Vendor Liaisons, and End User Services (EUS) to ensure timely and accurate onboarding and offboarding;
• Create and maintain onboarding and offboarding process documents, forms, and specific IES procedures;
• Track, report, and develop office wide administrative KPI metrics to the IES Operations Team;
• Supervise the Operations’ Administration team and follow-up on staff needs including escalating when needed;
• Manage and delegate workloads for IES Administrative team including reassigning tasks, tracking progress, and enforcing deadlines;
• Audit invoices from vendors against audit records for accuracy and obtain senior management approvals;
• Identify office needs by evaluating space requirements to assist with submitting requests for augmenting and altering existing office space;
• Liaise with EUS to monitor and maintain internet, phone, and power connectivity for all cubicles and meeting rooms as well as troubleshoot any issues related to efficiency of onboarding/offboarding for the program;
• Create, implement, and train on internal travel processes within the program for both state and consultant staff including supporting documents. Serve as the primary IES Travel coordinator and Program travel point of contact;
• Identify Administrative and Operations program needs, working with management and administrative staff to develop and implement policies and solutions to those needs;
• Evaluate current IES processes, researching guidelines and procedures, and revise as needed to ensure compliance with ITS, State, and Federal procedures;
• Evaluate available supplemental training and recommend additional training to Operations staff;
• Manage all IES Training related issues including monitoring SLMS mandatory training, and ensuring all IES staff’s timely compliance with mandatory training requirements. This includes working directly with ITS Training managers and IES supervisors to ensure compliance and access for all IES resources;
• Maintain and supervise communication through the IES Administrative shared mailbox;
• Maintain and renew contracts for current administrative staff as needed;
• Evaluate ongoing and changing requirements for the Resource Management site and oversee changes when required, including updating and augmenting lists within the site for simple solutions and requesting and submitting requirement changes to the SharePoint Administrator for more complicated changes, and managing transfers of data;
• Perform the full range of supervisory duties.
