Minimum Qualifications List Appointment:
Candidates must be reachable for appointment on Current Civil Service Eligible List.

Transfer:
Candidates must have one year of permanent service as a Social Work Assistant 3 to be eligible for lateral transfer; OR have one year of permanent service in a title eligible to transfer via Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

If the Eligible Lists produce two or fewer qualified and interested candidates in a location, the agency may nominate, at its discretion, a candidate for provisional appointment to the position. To be qualified for provisional appointment, candidates must meet one of the following conditions:


Promotion:

Candidates must have:
One year of permanent service as a Social Work Assistant 2, Social Work Assistant 2 (Chinese Language), Social Work Assistant 2 (Korean Language), or Social Work Assistant 2 (Spanish Language).

Candidates appointed provisionally on the basis of promotional qualifications must take the next holding of the promotion Social Work Assistant 3 examination, pass the examination, and be reachable for appointment from the resulting promotion eligible list.

OR

Open/Competitive:

Candidates must have:

Either A. a master’s degree in social work;

Or B. a bachelor’s degree in social work and one year of post-bachelor’s social work experience;

Or C. a bachelor’s degree or higher in a human service area and two years of post-bachelor’s social work experience.

Candidates appointed provisionally on an Open/Competitive basis must take the next holding of the Open/Competitive Social Work Assistant 3 examination, pass the examination, and be reachable for appointment from the resulting Open/Competitive eligible list. Furthermore, due to the Civil Service rules and laws concerning the order of list certification, the Promotion examination for Social Work Assistant 3 must produce a list of eligibles of two or fewer candidates in that location, in order to be able to use the Open/Competitive list and consider candidates who meet the Open/Competitive qualifications. Candidates appointed provisionally on an Open/Competitive basis, who do not pass the next Social Work Assistant 3 examination; who are not reachable from the resulting eligible list; and/or where the Promotion examination produces a viable list of 3 or more candidates in that location, may not be retained in their position.

Duties Description This employee is assigned to the Self-Direction Unit and will be responsible for the following tasks:
• Operational Support to the program
• Oversee Self-Direction plan development
• Manage approved programs
• Oversee authorizations and correspondence
• Provide tracking for reportable incidents and apprise appropriate OPWDD support units
• Maintain current department statistics
• Provide education and oversight to budget preparation and management process
• Responsible for fiscal resource management
• Provide education & training through the OPWDD Catalog of Training
• Maintain documentation compliance
• Brokerage management and recruitment
• Promote and develop individualized initiatives regionally and statewide
• Participate in a variety of interdepartmental committees as well as Central Office Policy Workgroups
• Provide FI management/development
• Additional assignments at the direction of Regional Office Administration
Selection Criteria:
• Possess excellent and professional communication, public speaking, writing and organizational skills.
• Ability to initiate and maintain working relationships with individuals served, families, advocates, community representatives, voluntary providers, DDRO and DDSOO agency staff.
• Computer knowledge and ability to maintain databases and monitoring systems.
• Ability to work independently and as part of a team as required
• Possess acceptable time and attendance work record.
• Ability to participate in requested functions and activities during evening hours and weekends as requested.
