Minimum Qualifications Minimum Qualifications:
• Seven years management and supervisory experience
• Seven years administering complex, mission-critical applications
• Seven years developing form templates using Exstream (or similar tool)
• Seven years developing COBOL applications
• Seven years working with programs administered by the Department of Taxation and Finance

The following degrees may substitute for the general experience as indicated:
• Associate’s degree and six years of experience
• Associate’s degree including 15 semester credit hours in computer science and five years of experience
• Bachelor’s degree and five years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and four years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience

Duties Description Under the direction of an IT Director, within the Chief Technology Office – Business Application Services – DTF Modernization, supporting the Department of Taxation Finance (DTF), this position will lead the Correspondence Team for the DTF Modernization Effort. Duties include, but are not limited to:

• Oversee all phases of the System Development LifeCycle (SDLC);
• Develop and maintain detailed management plans for major areas of responsibility;
• Define purpose, scope and objectives of the project for the team;
• Work with counterparts within the organization to ensure compatibility of all initiatives;
• Assign work to subordinate supervisors. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate;
• Direct meetings attended by project team(s), agency management, users and IT staff to discuss specific projects;
• Develop alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions;
• Develop procedures, standards and internal controls for the conduct of work within the design and support team;
• Monitor compliance and takes appropriate action as needed;
• Write progress reports for IT and agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion;
• Develop or participate in the development, interpretation, review and communication of IT policies, procedures and standards;
• Analyze the impact of proposed policy and legislation as they pertain to information systems;
• Lead large scale development projects and mentors new staff members;
• Provide technical support for teams in multiple technologies;
• Perform full range of supervisory responsibilities.
