Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Employees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page: http://www.cs.ny.gov/pco/title-details/title-info.cfm?jobcode=0816100&type=Select may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $45,617 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.
Duties Description Under the direction of a Business Systems Analyst 2, the Business Systems Analyst 1 or trainee will be assigned to the Business Analysis Services unit in the Project Management Office within the Chief Portfolio Office and will provide analysis and design support for multiple agencies’ business analysis needs. The incumbent will participate on teams focused on developing and documenting requirements and test scenarios for top client agency initiatives.
Duties include but are not limited to the following:
• Document business systems or processes by describing all relevant factors including workflow processes, data input and output activities, descriptions of data elements and overall program goals, objectives and external considerations, such as federal and State legislative mandates.
• Gather, organize and performs preliminary analysis of information about costs/benefits, advantages/disadvantages and technical feasibility of designing and implementing proposed systems.
• Meet with agency management, users, vendors, consultants and other ITS staff to discuss solution options and assist in recommending appropriate solutions for meeting program requirements.
• Assist in analyzing the impact of implementing new or modified systems on other agency programs.
• Assist with various design activities such as creating specifications, workflow diagrams and other artifacts.
• Participate in the testing phase of application development such as assisting in the development of test plans and use acceptance testing.
