Minimum Qualifications A Bachelor’s degree in economics or related field and six years of specialized/relevant experience.
Substitutions:
J.D or master’s degree may substitute for one year of specialized experience. Ph.D. may substitute for two years of specialized experience.
Preferred Experience and Knowledge:
• A graduate degree in economics or related quantitative field with several years of experience working in an economic and analytical environment.
• Excellent verbal and writing skills.
• Understanding and familiarity of economic and demographic concepts and data, for constructive policy design.
• Understanding and familiarity with workforce development data (labor data) from BLS, and NYS DOL.
• Experience using database and/or statistical computer programs (such as SAS, SQL, SPSS, Stata, EViews, R, Python).
• Managerial experience.
• Experience with economic impact modeling such as IMPLAN and/or Regional Economic Models Inc. (REMI).
• Familiarity with GIS coding and software.
Duties Description Under the general direction of the Director of Economic Analysis and Research (EAR), the incumbent will be the Deputy Director of EAR and assist in leading Empire State Development’s (ESD) Economic Analysis and Research division. The incumbent will perform policy analysis, economic conditions and trend analysis, benefit-cost evaluations, economic impact analysis, and lead generation and business attraction and expansion.
Duties include but are not limited to:
• Support the Director of EAR in management of the Division.
• Manage strategic planning exercises.
• Lead in-depth analytical projects involving management of large datasets, statistical analysis, and geographic mapping.
• Contribute to the design and implementation of economic development program analysis.
• Complete and/or manage selected research tasks for ESD executive staff.
• Review proposed legislation from a perspective of economic impact and economic efficiency.
• Contribute to the analysis of the US, NYS and regional economies.
• Contribute to the analysis of US, NYS and regional industries.
• Monitor global, national and regional trends.
• Recruit and manage vendors of specialized economic research services, subscriptions, and products.
• Manage and actively participate in consulting projects.
• Provide expertise in economic and business analysis, legislative proposals, and overall ESD strategy issues.
• Complete or manage requests for data, info or analysis.
• Supervise EAR staff.
• Travel may be required.
SALARY RANGE: $101,403 - $128,142
