Minimum Qualifications Bachelor’s degree and nine years of experience managing, planning, organizing and providing direction for a comprehensive strategic communications program for a large agency.

Duties Description Under the general direction of the Commissioner of OCFS and the Executive Deputy Commissioner, the Deputy Commissioner plans, directs and coordinates the agency’s communication, media, public relations, marketing and strategic initiative operations. The incumbent is responsible for formulating and implementing policies with respect to all agency internal and external communication and media relations, public relations and marketing, in addition to overseeing all strategic initiatives and project management work in the agency’s Office of Project Management and Planning.

Responsibilities include, but are not limited to, the following:

• As a member of the Executive Staff, advise the Commissioner, Executive Deputy Commissioner and Deputy Commissioners in handling sensitive matters which have the potential to significantly affect agency policy, budget and programs.

• Formulates overall media strategy to advance the agency’s mission, oversight and initiatives and provides advice and counsel to agency executive staff regarding media relations.

• Develops and recommends to the Commissioner and Executive Deputy Commissioner policies and activities for expanded media relations and public education in alignment with the Administration’s position and the agency’s mission.

• Coordinates media activities with the Governor’s press office, other State agencies and relevant outside entities concerning press events and activities.

• Directs and oversees the selection of outside contractors that participate in the agency’s media relations initiatives and/or public education programs.

• Serve as a member of the OCFS Executive Steering Committee for Diversity, Equity and Inclusion (DEI) and incorporate DEI concepts into the work of Public Information Office.


• Oversees and approves the text and graphics of all speeches and presentations given by agency staff to ensure consistency with the Administration’s position.

• Coordinates all agency marketing and social media presence in furtherance of agency wide workforce needs and all high-level agency wide initiatives.

• Oversees and approves materials for the agency’s website to ensure content is appropriate for the target audience.

• Direct external affairs activities of the agency including planning, organizing, and implementing comprehensive communication, outreach, and customer information efforts and representing the agency in public and media relations matters.

Supervise, train and evaluate staff of the agency’s Public Information Office.

Additional Comments Background Investigation Requirements:

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
