Duties Description The New York State Education Department’s (NYSED) Office of Higher Education (OHE) is seeking candidates for a Business Systems Analyst 1 position in the Office of Teaching Initiatives (OTI). This Office oversees the certification process for teachers in New York State. Under the general guidance of the Director, Teacher Certification, the Business Systems Analyst 1 will analyze, define and develop updates and processes within the TEACH system, while working closely with OTI staff and other stakeholders to develop requirements and business processes for the existing TEACH system. The incumbent will develop, communicate, and maintain procedures to promote a consistent approach to business analysis processes within the Office. Duties of this position include, but are not limited to, the following:

• Conduct and/or assist in business systems analysis and design for the Office of Higher Education, including the documentation and, where possible, improvement of business systems and processes currently in place;
• Document the current state of the business process; create flow charts and process models describing processes and functions;
• Maintain and update the Office of Teaching Initiatives proprietary TEACH system to reflect regulatory and policy changes, including conducting unit and integration testing of application components;
• Write procedure manuals ensuring that systems and procedures are properly documented, meet Department standards, and follow generally accepted IT practices;
• Collaborating with OHE leadership in the application of IT solutions for process deficiencies based on feedback from OTI and public users, providing recommendations for design and development of appropriate system platforms, software, databases, or other options to maximize efficiency;
• Test solutions from both OTI and public users’ standpoints before improvement is pushed out to the live system;
• Managing the web content for the program office webpages within the Office of Higher Education portfolio, ensuring all appropriate information is available and consistent with Department policies and standards;
• Serving as a liaison between OHE and with SED’s Office of Information Technology Services (ITS), to communicate the business requirements of the information system(s), as well as the procurement, maintenance, and inventory of new hardware, software, and other technologies;
• Analyze and recommend system modifications and determining the impact of proposed changes, working with ITS in the design of system updates;
• Develop training materials related to system updates for OTI and public users and provide on-going business support to OTI staff utilizing the system by performing design review, answering questions, and providing one-on-one or small group training and;
• Supervise and provide guidance the OTI’s TEACH Tech Team.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Business Systems Analyst 1, SG-18. The salary for candidates appointed to Business Systems Analyst Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
