Minimum Qualifications Minimum Qualifications
Technical School or Associates degree plus six years of relevant experience. Other combinations of education may be considered. Previous experience managing projects involving multiple Information Technology disciplines (servers, workstations, applications, programming, testing, software selection, software deployment).
Preferred Qualifications
Bachelor’s Degree and four years’ experience managing projects ranging from simple to difficult complexity while demonstrating increasing scope and depth of responsibilities, and involving multiple technological environments and/or business areas that IT supports.

Duties Description Primary Purpose
The Lead IT Project Manager is responsible for the delivery and lead program management efforts for assigned IT activities, working independently and assuming responsibility for the planning, directing, coordinating, and delivering of assigned project activities through the entire project life cycle. The Lead IT Project Manager is responsible for supporting and enabling the organization's transformation program as well as ensuring that the work of the program adds value and is relevant to aligning the strategy of the organization.
Essential Functions
Independently lead and oversee one or multiple projects that have department and/or organizational strategic importance.
Serve as technical lead for assigned IT projects; plan, direct and manage multiple concurrent complex projects.
Develop and apply structured methodology to lead project activities and initiatives; responsible for the preparation and/or oversight of documentation related thereto.
Independently lead medium complexity projects through execution, analysis, recommendation, and implementation.
Develop and maintain project plans, identify resource needs, develop, and manage project schedule, follow up on tasks assigned to others.
Foster relationships across the various business units at DASNY; collaborate effectively across teams to define strategy, goals, and commitment to timelines and deliverables.
Develop and manage project scope and plan processes by helping to document the project goal, roadmap, and deliverables.
Collaborate with business and IT teams to analyze and document requirements.
Develop, define, and oversee project team roles and responsibilities, develops work plan structure and project schedule.
Lead project meetings, identify, document, and prioritize scope changes and facilitates approval process.
Develop, maintain, and/or oversee all project documents and manage expectations with resource managers and team members.
Develop and maintain issue log, facilitate resolution of issues, execute communication plans, regularly report project status, manage, and monitor actual vs budgeted costs throughout the project lifecycle.
Respond to and manage issues, risks, and dependencies throughout the project lifecycle; act as an escalation point and facilitates resolution of issues related to project or work stream.
Support and manage activities related to the life cycle of a project, including end to end requirements capturing, solutioning, testing and production deployment.
Provide oversight in the validation of solution designs and integration to ensure alignment across the existing IT environment.
Gather all relevant information and points of view to make and/or recommend sound decisions where a project is concerned.
Facilitate successful meetings to ensure agenda topics are covered; summarizes decisions, open issues, and action items accurately.
Manage multiple stakeholders to develop and align on a clear understanding of the business need, define goals, outline risks to ensure alignment with strategic objectives.
Lead project-related change management including anticipating the needs, risks, and challenges of your projects.
Oversee, track and report progress; communicate project insights and recommendations to all stakeholders.
Ensure project close out and transition effectively to business as usual.
Research areas of improvement to streamline processes and/or efficiencies.
Recommend improvements to established business processes while continuing to deliver high value in the execution.
Other Duties and Responsibilities
Identify and remove impediments or guide the team to do so, escalating to management when appropriate.
Build a trusting and safe environment where problems can be raised and resolved.
Facilitate the timely and efficient execution of projects.
Facilitate discussion, decision making, and conflict resolution.
May train and evaluate employees.
Assist with the documentation and implementation of procedures.
Assist with internal controls implementation, review, and testing.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision
May supervise one or more employees.
Physical/Mental/Visual Demands
May require travel using public transportation, DASNY vehicle, rental vehicle, or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. May require time pressure of decision-making. May require physical mobility (movement from place to place) and exposure to heights (climbing ladders, scaffolding, etc.). Must be able to lift up to fifty pounds. Overtime or extended work hours may be required.
Work Environment
Standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.
