Minimum Qualifications • Bachelor’s Degree from an accredited college or university and three years of relevant experience.
• Familiarity with data collection and analysis.
• Excellent oral communication and interpersonal skills.
• Proficiency with Microsoft Office Suite, especially Excel spreadsheet and the creation of Pivot tables.
• Able to deal with multiple priorities and competing deadlines in team setting.
• Experience and understanding of labor relations and contract negotiations desired.
• A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations.
Duties Description Under the direct supervision of the Assistant Director of Research, the Employee Relations Associate will provide analytical, data and database services related to employee relations and employee benefits to other sections of the Office of Employee Relations (OER), the New York State Labor-Management Committees (LMCs) and other State agencies, such as the Division of the Budget and the Department of Civil Service. The incumbent will work closely with the staff of OER’s Contract Negotiation and Administration Unit to prepare for and support collective bargaining, and to implement the resulting agreements.
Duties may include, but are not limited to:
• Collect, analyze, and evaluate wage, benefit and attendance and leave data within both the public and private sectors to be used in the development of negotiation positions.
• Prepare profiles of bargaining units (titles, average salary, leave usage, etc.) as background information for negotiators.
• Assist the Contract Negotiations & Administration Unit representative in the negotiations process; may attend negotiation sessions, prepare data, and also function as the recorder.
• As directed, provide cost projections, and prepare impact statements for negotiation proposals from both the State and the unions.
• Research developments and trends in compensation and benefits in both the private and public sectors; prepare reports analyzing the potential impact of these trends on the State’s work force and operations.
• Assist in planning, developing, analyzing, and evaluating management information systems and the methodology used for evaluating programs, procedures, and policies.
• Research and prepare responses for requests from OER and LMC staff, the Governor’s Office, State agencies and legislative staff for information on employee relations, compensation, and benefits.
• Conduct studies of the operation and effects of the provisions of the collective bargaining agreements, including comparability with other employers in the private and public sectors; prepare reports of these studies for review by the Assistant Director of Research.
• Develop narrative and statistical reports summarizing research findings.
• May supervise research and support staff.
• Present research and study results to various groups.
