Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 70.1 of the Civil Service Law.

PROVISIONAL QUALIFICATIONS:
Promotion:
Must be a qualified employee of the New York State Workers’ Compensation Board with one year of permanent competitive, non-competitive, labor, or 55-b/55-c service in a position allocated to a Grade 9 or higher.
Open Competitive:
Candidates must have four years of experience examining, investigating or adjusting compensation, accident, liability or health insurance claims. A bachelor’s degree or higher may substitute for three years of this experience. An Associate’s degree may substitute for two years of this experience.
*If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.
*A 4.2b exam for permanent appointment is subject to Civil Service approval.
Duties Description Under the direct supervision of the Senior Examiner, ensures that system participant report cards are compiled accurately and distributed, issues penalties for system participants that fail to meet established performance goals, and resolves basic inquiries from customers.
• Responsible for the distribution of quarterly performance report cards to system participants once per quarter using Board established Information Technology systems.
• Issue’s penalty notices to system participants that fail to meet established performance goals on a quarterly basis using Board established Information Technology systems.
• Answers telephone inquiries, complaints, or other issues from system participants regarding report cards, performance penalties or appeal procedures.
• Prepares written correspondence correctly identifying the parties, clearly outlining answers to specific questions raised either during a telephone conversation or in correspondence received as part of the file.
• Maintains any established central repository for communications received through telephone, correspondence, or other means. Maintains neat, orderly, and accurate files according to established office procedures. Files must be complete so that persons unfamiliar with the issues addressed will be able to discern the facts of the case and the basis for any decision reached.
• Provides information on the procedures for an appeal of any penalties issued and what information is needed that will enable the Board to make a ruling. Able to recognize communications that are appeals of penalties and ensures that appeals are processed and responded to on a timely basis according to Board procedures.
