Minimum Qualifications *Provisional: A bachelor’s degree in chemical, physical, biological science, or in medical technology, and a New York State Clinical Laboratory Technologist license or license eligibility, and four years of post-bachelor’s, professional-level laboratory experience in a blood bank, tissue bank, or clinical laboratory; OR a master’s degree in chemical, physical, biological science, or in medical technology may be substituted for two years of the required experience; OR a doctoral degree in a chemical, physical, or biological science, or a New York State license to practice medicine (MD or DO) may be substituted for three years of the required experience. A New York State Laboratory Director Certificate of Qualification may substitute for the New York State Clinical Laboratory Technologist license.

*Selected candidates will be required to take and pass an appropriate Civil Service examination after appointment and be immediately reachable from the resulting eligible list.

Preferred Qualifications: Knowledge of clinical laboratory testing quality assurance, audits, and applicable laws and regulations. Ability to apply knowledge from clinical laboratory settings to regulatory enforcement and compliance activities. Ability to work independently as well as excellent written and verbal communication skills.

Duties Description Clinical Laboratory Consultants (CLCs) inspect physician office laboratories (POLs) performing laboratory testing within New York State. CLCs are responsible for conducting on-site evaluations of laboratory staff qualifications and testing procedures including the evaluation of facility standard operating procedures and review of laboratory records; reporting of findings to laboratory directors and technical staff; documenting findings in descriptive narratives and laboratory evaluation reports; and determining the acceptance of a facility’s proposed remediation by reviewing the plan of correction; and performing follow up inspections and communications as required to ensure a laboratory’s compliance. CLCs are responsible for scheduling surveys based on program defined priorities and must complete a thirty hour training course upon hire, including use of the federal CMS database for documentation of inspections. Use of state databases and additional duties as assigned are required, including but not limited to attending meetings; travel to the Albany office four times per year; and travel outside of the assigned inspection region.

Additional Comments This position is located in the NYC area. Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required. Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.
