Minimum Qualifications Reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer

70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.

Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.

Duties Description • Analyze and monitor New York City, New York State and their component and related organizations (e.g. NYC Health + Hospitals) as it relates to financial and economic performance. The incumbent would be expected to collect pertinent data through various means, including large datasets, city and state budget documents, actuarial reports, public hearings, union contracts, legislation, financial statements, reports and interviews.
• Prepare pertinent analysis, including but not limited to expenditure variances from the spending plan and forecasts in Excel or related software, financial models to project the potential impact of legislation or changes in regulation on the City’s or related organization’s financial plan, summary of key changes to labor contracts, and cost/benefit analysis.
• Conduct research to develop knowledge of trends impacting the finances of the City or related organizations, identify new data sources for analyses, and prepare comparative analyses of other local governments or public authorities.
• Research, analyze and evaluate public policies, legislation, litigation, labor contracts, and program performance.
• Draft reports of study (including findings and recommendations along with supporting charts and documents), make oral presentations, and prepare correspondence and other communications, as needed. Prepare tabular summaries of large datasets in Excel using pivot tables or graphical summaries in data visualization software such as Tableau.

• Strong organizational and data management skills;
• Proven ability to learn and work successfully with financial data and concepts;
• Advanced proficiency with Microsoft Excel;
• Demonstrates knowledge of excel functions, ability to utilize pivot tables to summarize data and to organize data into a database friendly format to support a financial analysis. Experience in working with large datasets is especially desirable;
• Proficiency with Microsoft Word;
• Prior experience reading and analyzing labor contracts, legislation, and litigation is a plus.

In addition, the ideal candidate will have:
• Prior experience with financial statement analysis is a plus;
• Familiarity with New York State and federal Statutes and policies associated with public health programs as well as government- and commercially-provided employee benefits;
• Familiarity with the New York State Statutes and policies associated with the State budget, and finance issues;
• Familiarity with the New York City Local Laws and policies associated with the City budget, and finance issues;
• Familiarity with State, federal, and New York City budget process;
• Familiarity with New York State and local budgetary, economic, or policy issues;
• Familiarity with concepts, accounting standards and policies relating to Other Post-Employment Benefits;
• Familiarity with Tableau or similar data visualization software.
