Minimum Qualifications *Transfer: Current DOH employee with permanent status as a Principal Sanitarian, G-23.
**Promotion: Current NYS DOH employee with one year or more of permanent or contingent-permanent competitive service as a Senior Sanitarian, G-18.
**Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 2 years experience in environmental health protection (*defined below); Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 3 years experience in environmental health protection (defined below). Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience. *Experience in Environmental Health Protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities.
Preferred Qualifications: Experience inspecting health care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey and monitoring health care programs’ compliance with rules and regulations. Strong interpersonal skills and ability to work independently, supervisory experience, excellent decision-making capability, and strong writing and editing skills. Bachelor’s or Master’s degree in environmental health, environmental science or public health.
Duties Description Inspect adult care facilities to evaluate environmental health, fire safety and general care requirements to determine compliance with applicable regulations and federal and local laws, rules, and codes; NYS Public Health Law; Sanitary Code; and the NYS Social Services Law. The incumbent will be expected to write and perform quality assurance reviews of inspection reports and survey materials; cite appropriate deficiencies; review regulatory waivers, plans of correction and licensure project materials; perform pre-opening inspections; conduct follow-up surveys, inspections and/or complaint investigations; and participate in emergency response preparedness activities and/or actual event management when needed. The incumbent will provide supervision of lower level program staff and perform other duties as assigned.
