Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Business Systems Analyst 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 2 Grades below posted title or above and eligible for transfer under Section 70.1, 70.4, 52.6 as appropriate of the Civil Service Law.
Employees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page: http://www.cs.ny.gov/pco/title-details/title-info.cfm?jobcode=0816100&type=Select may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.

Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $45,617 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.
Duties Description Under the direction of an Information Technology Specialist 4, SG-25, within the Chief Technology Office, Business Solutions Bureau, Application Development SWAT, the incumbent will perform the duties of business analyst and technical writer supporting the Excelsior Wallet, a digital wallet being created to expand the success of the Excelsior Pass and Excelsior Pass Plus apps on mobile devices to include other products such as NYS Driver’s License and Non-Driver Identification Cards, transit passes, etc. Specific duties include but are not limited to:
• Support the Lead Business Analyst (SG-25) in performance of requirements elicitation with subject matter experts, especially as it related to documenting meetings, decisions made and issues to be resolved.
• Determine the most effective way to communicate information to the project team, end users and ITS management
• Research the digital credential landscape for innovative ideas for content and workflow
• Attend daily project meetings while documenting any decisions and tracking issues to ensure they are resolved.
• Create functional design specifications for system implementations, integrations, and enhancements.
• Draft application content for review and consideration by business teams
• Perform functional testing.
• Maintain project documentation.
• Oversee User Acceptance Testing
• Communicate technical issues and information effectively, both verbally and in writing, with functional and technical staff.
• Create and maintain on-line help, user and training manuals, etc.
• Collaborate effectively within a team environment.
