Minimum Qualifications Permanent Transfer Candidates: Current NYS DOH employee with permanent status as a Senior Sanitarian, G-18.

Provisional Promotion Candidates: Current NYS DOH employee with one year of permanent competitive service as a Public Health Sanitarian, G-14.

Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 1-year experience in environmental health protection (defined below);
Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 2 years’ experience in environmental health protection (defined below). Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience.

Preferred Qualifications: Surveillance experience, knowledge of State and Federal regulations applicable to Hospitals and Diagnostic and Treatment Centers and familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Strong written, oral, problem solving and interpersonal communication skills. Additionally the ideal candidate must have strong interpersonal skills and the ability to communicate effectively with all internal and external stakeholders. The ideal candidate must have excellent writing and editing skills.

Duties Description The Senior Sanitarian will conduct oversight of State and Federal health care facilities, including: Acute Care Hospitals and Diagnostic & Treatment Centers. Provider oversight is conducted via periodic licensing/certification surveys and complaint investigations, as well as review of Certificate of Need (CON) applications for new services or changes to services. The Senior Sanitarian is responsible for participating in the survey, complaint investigation and CON review process by applying knowledge and expertise of various fire, sanitation, and safety codes. A primary focus of the Senior Sanitarian is application of Life Safety Code and other related National Fire Protection Association (NFPA) fire safety codes. Surveillance of the providers is accomplished through direct observation, interviews and record review. The focus of this surveillance is on the systems which assure quality care delivery and patient safety. Respond to public health emergencies as directed.

Additional Comments Frequent travel, including overnights and travel to areas that may not be served by public transportation is required. Proof of vaccination against COVID-19 is required.
