Minimum Qualifications Transfer Candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G24 OR NYS employee with one year or more of permanent or contingent-permanent service in a position G22 or higher and deemed eligible for transfer to Public Health Program Nurse under Section 70.4 of the Civil Service Law by possessing the following provisional qualifications.

Provisional (public) candidates: A bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND four years of post-licensure nursing experience that includes at least one year of experience public health and related health systems in one or more of the following areas: monitoring, diagnosing, investigating, disease prevention, surveillance and control activities, educating, researching, developing policies and initiatives, enforcing laws and regulations, assuring provision of health care, evaluating, and/or quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.

Preferred Qualifications: Experience in public health which may include oversight of a public health program or initiative; experience in the field of infant, childhood and adolescent immunization schedules.
Excellent written, verbal and organizational skills; ability to coordinate and complete multiple activities; knowledge of immunization recommendations, and other vaccine preventable disease related issues. Public health field experience, and experience working with county health officials and private health care providers.

Duties Description This position will lead statewide efforts to improve early childhood and adolescent immunization rates. Activities include ensuring compliance with national Immunization Quality Improvement for Providers program (IQIP) standards; maintaining and updating manuals, policies and procedures to reflect current standards and best practices; training field staff and local health departments (LHDs) in IQIP activities; organizing and tracking IQIP activities statewide; tracking early childhood and adolescent immunization rates; communicating with field staff, hospitals, LHDs, healthcare providers and other stakeholders on best practices to improve early childhood and adolescent immunization rates; and collaborating with state and national partners to improve early childhood and adolescent immunization rates. This position will serve as a member of the Vaccine Preventable Disease team to ensure continuity of critical clinical immunization activities related to preventable disease surveillance, reporting and control. This includes answering questions that routinely come to the Bureau as well as developing and updating appropriate written materials to be shared with various public and professional audiences. There is a possibility for supervision of clinical or program staff.

Permanent transfer or Provisional, Competitive Full-time. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title when it is given, and be immediately appointable from the resulting eligible list to maintain employment. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title.
