Duties Description This Human Resources Specialist 1 in the Main Office Personnel Bureau will primarily oversee the Exam Unit. The Exam Unit manages the decentralized engineering exams for all of DOT. This unit manages canvasses for the decentralized engineering exam titles for Main Office, Region 1, and for other regions as necessary. In addition to typical duties, the incumbent of this position will:
• Supervise Exam Unit staff, perform annual performance evaluation(s), and report directly to the Manager of the Transactions, Exam and List Unit.
• Manage the certification, use and maintenance of Decentralized Engineering Exams and Lists via DOT’s Access Database & excel spreadsheets.
• Review applicants to Decentralized Engineering Exams for Minimum Qualifications and Anticipated Eligibility via the Civil Service Instrument Panel. Approve/Score or disqualify as appropriate.
• Export, format, upload and process Decentralized Engineering Examination applications from the Civil Service Instrument Panel to the DOT Access System on a schedule pre-determined by supervisors.
• Send Score Notices, Disqualification Notices and other correspondence to applicants as required.
• Create updated list certifications for all Regions periodically on a scheduled pre-determined by supervisors.
• Create canvasses, compile acceptors lists and resume submissions, and provide to personnel administrators and regional staff as appropriate for Main Office, Region 1 and additional regions as necessary. Receive final lists from programs and code them in DOT Access Database.
• Correspond with applicants, employees, program areas, personnel administrators, regional staff, Transactions Unit, Civil Service and others to answer questions and resolve issues.
• Monitor DOT employees’ Professional Engineering licensure with NYS Education Dept. Office of the Professions for compliance.
• Assist other Personnel Units, Office Managers and Personnel Administrators by creating reports, gathering and tracking various information, when necessary.
• All assigned tasks require attention to detail, research and data entry into HRIS, Civil Service ELMS, DOT Access, Excel and other systems as required.
• Additional assignments as required.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
