Minimum Qualifications The successful candidate should be able to work well both independently and as part of a team, have strong interpersonal skills, and the ability to manage competing priorities. Candidates should be comfortable learning information technology systems.

Duties Description The incumbent of this position will be part of the Human Resources team that is responsible for personnel, health benefits, time and attendance, and payroll administration for the Division of the Budget, Executive Chamber, Lieutenant Governor’s Office and the Statewide Financial System (SFS). Additionally, the team is partnered with the Training Office, has a lead role in recruitment and staffing decisions, administers competitive service exams, manages probation and performance evaluation programs, and is frequently engaged in developing and implementing initiatives to meet human resource objectives for DOB. The candidate selected for this position will be primarily responsible for assisting the payroll portfolio. As part of a small team of dedicated professionals, this position will offer opportunities to learn other facets of our work and to have meaningful roles in our broader efforts.

Responsibilities would include, but are not limited to:

• Review, interpret and advise principals of policies, rules, and regulations issued by OSC, Civil Service, DOB, etc.;
• Confirm that all payroll transactions are entered timely, accurately and prepared in accordance with applicable NYS laws, rules and regulations;
• Monitor and finalize payroll activities to ensure deadlines are met, this includes (but not limited to): all payroll closure activities - processing overtime, lost time, hourly timesheets, holiday pay and other miscellaneous payments; entering various payroll forms timely – direct deposit, tax forms, etc.;
• Review bi-weekly payroll processing, this includes (but not limited to) confirming paychecks, reviewing direct deposits and advising staff of potential issues;
• Track and execute annual payroll events;
• Prepare salary calculations as requested;
• Prepare informational payroll updates for agency distribution;
• Maintain and update information in several computer systems including the Statewide Financial System (SFS) and Statewide Learning Management System (SLMS); and
• Assist with various DOB Human Resource assignments and projects.
