Minimum Qualifications Permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23; or eligible for transfer under Section 70.1 of the Civil Service Law (i.e., Addictions Planning Analyst 2, Senior Vocational Rehabilitation Counselor).

Provisional Qualifications:

To qualify for provisional appointment, candidate must have a bachelor’s degree AND
Either 1. three years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission;
Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget and/or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.

**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.

Duties Description As an Addictions Program Specialist 2 in the Upper Hudson Regional Office, the incumbent performs a wide range of professional, administrative, and technical duties to facilitate the development, implementation, and evaluation of AOD services in a specified catchment area. Job tasks and communication methods are computer oriented and involve utilizing web-based systems. Overnight travel will be required, including areas that may not be served by public transportation.

Additional Comments Candidates appointed provisionally will be required to successfully complete the competitive examination for this title when it is given, and be reachable for appointment. If your score is not reachable for permanent appointment, you may not be able to be retained in your position and will be terminated.
