Minimum Qualifications Licensed and currently registered to practice nursing in New York State AND must have one year of post-RN licensure nursing experience devoted exclusively to utilization review.
Must maintain a valid New York State license and registration.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Duties Description Ensures the delivery of health care to youth is consistent with applicable professional and community standards, is cost-effective, and uses resources appropriately statewide.
Guides, gathers data, and analyzes the effectiveness of health services in OCFS facilities. Monitors compliance with standards of care for youth as put forth in OCFS policy, ACA standards, and the NYS Medicaid program’s Child Teen Health Plan.
Works with, meets with, and/or serves as a liaison to, other staff from the employing agency, and/or the staff of other agencies, and/or distinct organizational units of the employing agency, and/or parties outside of State service (such as other medical professionals), as is needed and appropriate.
Evaluates discharge planning processes and procedures for effectiveness, and provides appropriate input. Coordinates with other staff in the area of discharge planning.
Identifies available resources and appropriate placements. Coordinates use of such resources and the making of such placements.
Monitors, coordinates, provides technical assistance, and provides quality assurance to all OCFS facility health programs (including the reception centers); provides training (directly or by assisting other trainers) to facility staff with regard to health issues; and performs various other specific duties related to the primary functions.

Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
