Minimum Qualifications • Nine years of experience in application development, with three of those years in a supervisory role or two years in a managerial role
• Substitutions: A Bachelor’s degree in computer science or a related field may substitute for two years of experience. A Master’s degree in computer science or a related field may substitute for an additional year of experience.

Preferred qualifications:
• Experience managing a team on a large IT project;
• Experience in working in projects involving management of application delivery from System Integrators & vendors;
• Experience using Java, JEE, and Java based framework & technologies;
• Experience in object-orientated programming languages and/or COBOL;
• Experience or knowledge on Agile Development methodology;
• Experience with continuous integration and continuous delivery;
• Excellent written and verbal communication skills.

Duties Description Under the direction of the IES Technical Deputy Director, the Application Development Manager will manage application development teams across the IES Program. The IES Program is a large, long-term, fully funded program/project expected to continue through calendar year 2026. The incumbent will oversee application development, unit testing, application integration, integration testing, performance testing, application security testing, release management, continuous integration, and deployment. The incumbent will ensure development by state and system integrator development teams adhere to approved designs, industry, state, and federal standards, and that the IES applications are integrated efficiently with state and local systems. The incumbent will also provide technical assistance in various IT initiatives across multiple platforms such as mainframe, open systems and web-based platforms as directed by the IES Technical Deputy Director.

Duties include, but are not limited to:
• Manage development of applications for the IES program throughout all stages of the application development life cycle;
• Liaise with project managers, technical architects, and vendors to facilitate application requirements validation and development, regularly providing status updates to IES Executive management;
• Manage and direct the preparation of detailed work plans for staff resources, monitoring work plans for progress, adjusting resource allocation and priorities as necessary;
• Oversee and direct application development leads, vendors and system integrators to develop applications and/or services for the IES project, ensuring products and/or services are developed according to specifications and state/federal standards;
• Manage and oversee execution of quality assurance processes around code development including code reviews, unit testing, and adherence to approved designs and standards;
• Manage and review project deliverables and deadlines related to application development;
• Manage and oversee efforts to plan, prioritize and execute resolution of defects or technical issue, ensuring application development teams identify and escalate technical risks and issues appropriately;
• Perform the full range of supervisory responsibilities.
