Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 1. Preferred Qualifications: Experience in Managed Care, Health Care Delivery Systems, Health Care Administration, Public Administration, Government Sponsored Health programs or related field, and a minimum of two years of experience in the administration of Utilization Review programs (Article 49 PHL).
Duties Description Assures managed care plans and utilization review agents comply with federal and state regulations, including NYS Public Health Law Articles 44, 49, and Part 98, Federal 42 CFR 438 Mega Rule, and the Medicaid Managed Care Plan Model Contract, but participating in comprehensive operational and targeted surveys as well as reviewing utilization agent applications, policies and notices to register those agents with NYS. Position also requires drafting and updating policies, update monthly reports, track, monitor and assign utilization agents for upcoming renewals and registrations , attend various meetings to assist with questions regarding utilization review, educate and train new staff and any other task assigned as it pertains to utilization review.
