Minimum Qualifications A bachelor’s degree in a related field and six years of progressively responsible experience in equal employment opportunity, human rights, or affirmative action with a preference for candidates with a demonstrated expertise in employee recruitment, retention, and engagement. Duties Description The Manager of Diversity, Inclusion & Employee Development is responsible for maximizing visibility of the Corporation’s commitment to a diverse, inclusive, respectful and equitable work environment by assessing organizational culture and barriers to diversity; planning and implementing initiatives to create positive organizational changes conducive to diversity; attracting and retaining a diverse staff; and developing policies that foster an inclusive environment where all employees can thrive. The Manager will also develop, implement, and monitor EFC’s training programs, including the State’s Mandatory Training Program, to enhance employee engagement, employee development, and EFC’s organizational effectiveness.


Essential Job Functions

• Develop and implement a diversity and inclusion plan for the Corporation that aligns with EFC’s mission, values, and goals. Evaluate progress in meeting goals and recommend changes as needed.

• Collaborate with colleagues at all levels to ensure that diversity and inclusion considerations are integrated in workforce management decision processes including organizational structures, recruitment, hiring, promotion, retention, discipline, and policies and procedures. Develop appropriate action plans to improve opportunities and career mobility for underrepresented persons.

• Maintain knowledge on federal and State laws, rules, guidelines, and best practices.

• Maintain knowledge in workforce development trends related to diversity and inclusion, equal opportunity, and reasonable accommodation.

• Identify any barriers to equal employment opportunity, assess the impact, and make recommendations for improvement.

• Build, maintain, and strengthen relationships and partnerships with internal and external entities, including community groups, businesses, employee and professional organizations, education institutions, and others to organize outreach, publicize employment opportunities, and support the development of opportunities for a skilled and diverse workforce.

• Develop a training strategy to enhance career development, leadership development, continuous learning, and performance management to retain and engage key talent and enhance business continuity planning.

• Design processes and develop talent management practices, including talent review, assessment of strengths and gaps, and formulation of succession plans to support and enhance employee development and growth.

• Promote and celebrate cultural diversity through organizing events or educational experiences.

• Manage the Corporation’s Americans with Disabilities Act and Reasonable Accommodation programs.

• Develop and implement metrics for evaluating effectiveness of diversity and inclusion plans and employee development strategies.

• Recommend actions to advance and achieve diversity and inclusion plan objectives.

Working Conditions and Physical Abilities

Work is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.
