Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a master’s degree in the area of early childhood education, public policy, public administration or other field related to education and seven years of educational and/or administrative experience in an educational program or organization. This experience must include at least three years at a managerial level involving the development, implementation and evaluation of programs and policies related to educating students in prekindergarten to third grade; or directing, overseeing and evaluating academic programs and performance for students in prekindergarten to third grade; or providing technical assistance to schools in the development of academic programs for students in prekindergarten to third grade. The incumbent must also have relevant senior leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for the position of Executive Director in the Office of Early Learning (OEL) within the Office of P-12 Instructional Support. OEL provides fiscal oversight and technical support to schools, districts, and other early childhood programs in the development, implementation and evaluation of programs and policies related to educating students in Pre-kindergarten to third grade that are aligned with the findings of the NYS Board of Regents Early Childhood Blue Ribbon Committee and other early childhood policies of both the Board of Regents and NYSED. The Office works closely with parents, early care and education agencies, schools, state agencies and community advocates to coordinate programs and resources, with the goal of making New York’s early learning system as comprehensive and seamless as possible with the framework of NYSED’s guiding principles of diversity, equity, and inclusion, a service-oriented approach through technical assistance and the release of guidance documents, and a P-20 continuum.

Reporting to the Deputy Commissioner of P12 Instructional Support, the incumbent of this position will provide overall direction and oversight to OEL, serve as a statewide early childhood policy thought leader, reflect trends and cutting-edge research in early childhood education in the creation and coordination of policies, manage program development, support the growth and development of office leadership and staff and oversee the overall operation of OEL. Duties of this position include, but are not limited to, the following:

• Provide leadership to OEL programs and initiatives while working to ensure equity and access to high quality educational programs for all students by managing State and federal allocations;
• Maintain up-to-date expertise on and disseminate trends and cutting-edge research regarding best practices in early childhood education;
• Provide direction and oversight over Statewide policies and programs related to Prekindergarten to third grade, including development of a P-3 learning continuum for students;
• Direct the activities of OEL staff to conduct on-site reviews of the operations of schools, school districts, agencies and licensed or certified providers to assess compliance with regulations;
• Engage in comprehensive budget planning, analysis and oversight of federal and State funding sources;
• Ensure compliance with applicable State and federal legal and regulatory requirements;
• Provide policy analysis and interpret proposed and current legislation that impacts schools and students in early childhood education;
• Oversee the State’s almost $1 billion investment in high-quality prekindergarten programs located in approximately 500 school districts across the State, including the development and implementation of procedures, protocols and guidelines for monitoring and evaluating early childhood programs;
• Develop and present written recommendations, reports or memoranda including policy and evidence-based analysis related to early childhood education for consideration by NYSED leadership, the Commissioner of Education, Board of Regents, Governor’s Office and the legislature;
• Advise the Executive Chamber on policy and operational issues;
• Collaborate with Department executive staff in preparing for Board of Regents or commission meetings, including the preparation and approval of agenda items;
• Represent the Department on inter- and intra-agency committees, advisories and work groups to collaborate on best practices and initiatives to educate students in prekindergarten to third grade;
• Evaluate and ensure efficiencies for Office of Early Learning and NYSED processes and procedures regarding the support of schools, districts, and other early childhood programs;
• Represent OEL and its mission and programs at national, state, and local events, with the media, and at legislative hearings;
• Oversee the preparation and submission of annual reports;
• Collaborate across multiple agencies to develop and support best practice protocols for implementation across all funded programs; and
• Provide support and leadership to Office of Early Learning staff to facilitate the growth and success of all team members.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the pleasure of the Commissioner of Education. Filling of this position is contingent upon Division of Budget approval.

*Salary will be commensurate with Education and Experience starting at $124,534.
