Bachelor's degree plus five years of relevant construction industry experience and 2 years of supervisory experience or successful completion of designated supervisory training during probation.

Preferred Qualifications

Bachelor's degree in Engineering, Architecture, Construction Management, or a construction industry related field plus eight years’ relevant construction industry experience with public or private projects. NYS Professional Engineer or Architect license. Minimum two years supervisory experience. PC Applications and construction systems experience (project management and scheduling applications preferred).

Duties Description Primary Purpose

The Project Manager – Job Order Contracting (“JOC”) manages complex procurements of Job Orders and Supplemental Job Orders for construction projects undertaken pursuant to DASNY’s JOC Program, consistent with governing law and DASNY's procurement policies and guidelines. The JOC Project Manager manages all aspects of and approves the execution of Job Orders and Supplemental Job Orders within designated thresholds, supervises and coordinate with staff, and oversees all functions necessary to provide value added services to client agencies for full and modified service projects.

Essential Functions

• Manage JOC contracts at the project level and monitor JOC contract activity at the job order level including but not limited to work assignments to trade contractors, contract expiration dates, encumbered funds, and available contract funds. Review recommendations for executing contract options and amendments and/or bidding of new contracts when applicable and coordinate with the Chief, Procurement – JOC and Procurement Director to advance actions required.
• Assist the Chief/JOC Procurement Specialist with the planning and scheduling of JOC contract solicitations including but not limited to the identification of contractors needed by trade and region, the review and coordinating of bid documents, and performing tasks associated with the Recommendation to Award process.
• Identify problems or delays encountered in connection with JOC Procurements and coordinate with stakeholders to evaluate and implement appropriate solutions.
• Work with JOC Program management, DASNY staff, clients, and consultants, contractors, vendors and/or other third parties to manage all aspects of processing Job Orders assigned and to provide guidance to staff supervised, consistent with DASNY's Procurement Policy and Guidelines, including priority or emergency projects to ensure the timely and accurate processing in compliance with JOC Program procedures and DASNY procurement procedures and guidelines.
• Evaluate JOC Service Requests to ensure the type of work proposed is appropriate for JOC Program. Coordinate with Construction Division staff as appropriate.
• Review availability of contractors for assignment to JOC Service Requests evaluating factors such as contract activity, workload, and performance.
• Review JOC Service Requests, assign JOC Program staff and JOC Contractors to JOC Requests, and approve issue of Job Orders within authorized thresholds. May recommend the issue of an Emergency Notice-to-Proceed for a project involving a life, health or safety hazard or a Notice-to-Proceed in advance of Job Order or Supplemental Job Order for a schedule-sensitive project.
• Review, evaluate, approve, or assemble for review and approval Job Orders packages in accordance JOC Program procedures.
• Provide oversight to ensure quality control and consistency in connection with the review and approval of Job Orders packages in accordance with JOC Program Procedures.
• Identify problems or delays encountered in connection with JOC Job Order Processing and coordinate with JOC Procurement Manager, Chief and stakeholders to evaluate and implement appropriate solutions.
• Ensure that a complete and accurate JOC procurement record, including but not limited to procurement exemptions, waivers of project value by region and quotes for non-pre priced items, is maintained in accordance with established procedures.
• Ensure the retention and maintenance of records and files consistent with DASNY policies.
• Efficiently manage assigned workload.
• Develop, monitor, and maintain project records and reports. Input and manipulate data in applications and databases.
• Coordinate with applicable DASNY staff within Construction and Design, contractors, consultants, and clients to understand the project scope, evaluate construction tasks required, and to build, review and approve price proposals, ensure the efficient flow of processes within the organization, and to facilitate an efficient procurement cycle.
• Schedule, manage and/or attend project-specific meetings. Participate in program-related meetings as required. Participate in JOC Program planning and coordination meetings, e.g.: Monthly Pipeline Meetings.
• Read, interpret, and comprehend plans, specifications, reports, addenda, bid materials, contracts and other related documents. Recommend and evaluate approaches to resolving issues arising in the course of the Job Order procurement cycle.
• Oversee the development, review, documentation, modification, and implementation of policies, procedures, and internal controls.
• Lead the development, administration and testing of software tools and applications to improve operations of the JOC Program.
• Maintain working knowledge of JOC Program Procedures, DASNY Procurement Policy and Guidelines, issues, and developments in public procurement, and in job order contracting.
• Identify and implement as directed opportunities to improve and streamline the Job Order procurement cycle.
• Gather data, perform research, and report findings to the Chief and/or Director and Counsel's Office as needed. Develop ad hoc reports and respond to requests from Management, as needed.
• Assist with development and monitoring of performance measures, goals, and objectives for JOC unit.
• Track and report on performance measures related to the procurement function.
• Develop, prepare, and maintain various program-related reports, spreadsheets, logs, charts and/or databases.
• Participate in MWBE/SDVOB goal reporting efforts.
• Research and prepare documentation and/or responses to FOIL requests and/or policy matters relating to the procurement.
• Work with Opportunity Programs Group staff to advance NYS and DASNY diversity policy objectives to include the participation of Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) participation as set forth in Executive Law Article 15-A and Executive Law Article 17-B in all procurements.
• Conduct joint scope meeting and project coordination meetings as required to procure Job Orders; deliver reports as required
• Ensure JOC contractor compliance with all applicable DASNY procedures.
• Manage all aspects of consultant and construction contracts including review and approval of consultant and contractor requests for payment, change orders, amendments, reduction in retainage, extensions of schedule and contract closeout.
• Assist with the review and evaluation of JOC contractor performance.

Other Duties and Responsibilities

• May train, supervise, and evaluate employees.
• May train support staff and consultants/contractors on applications. May serve as resource for JOC Program and liaison with other DASNY departments for PC/systems applications.
• Represent DASNY at conferences, forums, trade show and other events including but not limited to preparing materials, staffing exhibit tables, and participating in group / panel discussions.
• May assist management to market DASNY services to clients.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet)
• Train and evaluate employees.
• Develop, document and implement procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Assist management in the development of policies.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.

Supervision of employees is required.

Physical/Mental/Visual Demands

Requires travel (may be frequent), using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work-safety hazards (chemicals, fumes, etc.) of a construction site. May require time-pressured decision-making. Must be available to occasionally work a modified work schedule or extended workday hours.

Work Environment

Official station will be a DASNY office. Frequent site visits to construction sites will be required. Requires use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.
