Promotion Opportunity:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to potentially conduct a non-competitive promotion examination for the position of Payroll Examiner 1 G-12, at the Office of Mental Health, Central Office. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have one year of permanent competitive or 55-b/55-c service as a Payroll Assistant , G-9.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Examiner 1, Grade 12, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office, Consolidated Payroll Service Unit (CPSU) is responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities and OMH Central Office staff. The incumbent will coordinate, review, and process all payroll transactions and payments for OMH. Specific duties may include, but are not limited to, the following:

Process payroll transactions, direct deposits, deductions, taxes, miscellaneous payments and related material for OMH employees Statewide.

Accurately perform complex salary calculations by researching the Office of the State Comptroller (OSC) records for previous service, applying appropriate salary rules and working with OSC Salary Determination Unit.

Extract data from PayServ using Query in order to maintain internal controls and to provide data as required by other organizations within the Agency.

Implement payroll related policy directives, contract initiatives and reporting requirements in accordance with OSC Payroll Bulletins, Budget Bulletins, negotiated agreements, GOER directives and Civil Service memoranda.

Serve as a liaison to ensure compliance with established procedures and deadlines and to resolve payroll issues requiring coordination between OSC, Treasury, and OMH Personnel. Provide OMH
