Minimum Qualifications Permanent Transfer: Current DOH employee with permanent or contingent-permanent status as a Community Health Program Manager 1, M2 OR current NYS employee with one year or more permanent or contingent-permanent service at or above a SG-25 or M1 and eligible to transfer under Section 52.6 of the Civil Service Law. Provisional: A bachelor's degree AND five years professional public health experience in a governmental public health agency or public health program* that receives funding from a public health governmental agency. Of the five years required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures. The required professional experience must include either: Designing or implementing a public health outreach, promotion, or disease prevention program; OR Conducting disease surveillance or a disease control program. * For the purposes of this exam, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Preferred Qualifications: Experience and working knowledge of the New York State (NYS) hospital-based perinatal regionalization system and/or NYS maternal and infant health home visiting programs. Experience in leading quality improvement projects Experience working directly with people from diverse racial, ethnic and historically marginalized groups and knowledge of the concepts of institutional and structural racism and its impact on health care delivery to underserved and underrepresented communities. program oversight; policy development; regulatory development; assessing quality and conduct evaluation using data; and working as part of a multidisciplinary team with diverse internal and external stakeholders. At least three years of experience supervising professional staff. Experience working with local, state, and federal agencies, advisory bodies, and other stakeholders including advocacy groups, clinical providers and professional organizations with excellent communication, analytical and organizational skills and ability to collaborate and coordinate activities across multiple organizational units. Proficiency in Microsoft Office (word, excel, powerpoint, teams, outlook, etc.).

Duties Description The Bureau of Women, Infant and Adolescent Health (BWIAH) is recruiting for a Community Health Program Manager 1 (CHPM1) to serve as the Assistant Director of Hospital Based Perinatal Health responsible for coordination of efforts to reduce maternal mortality and morbidity and improve perinatal outcomes within NYS large and complex hospital system. The CHPM1 will work directly with Division leadership on management of perinatal health initiatives including the Maternal Mortality Review Board (MMRB), Maternal Mortality and Morbidity Advisory Council, Perinatal Quality Collaborative, and Perinatal Regionalization. The CHPM1 will also work collaboratively with the Assistant Director for Community Based Perinatal Health to support investments for improved perinatal outcomes in the community (BWIAH).

Additional Comments Full-time, permanent. Occasional travel, including to areas that may not be served by public transportation may be required (5%). Transfer candidates may be asked for their SS# to verify eligibility. Candidates appointed on a provisional basis will be required to take the next holding of the Community Health Program Manager 1 (M2) Civil Service examination when it is held, and be eligible for immediate appointment off of the resulting eligible list in order to maintain employment.
