Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Hospital Nursing Services Consultant, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitve minimum qualifications listed below.

Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Preferred Qualifications:

Professional experience in a community/home health setting with experience in administration of a federal or state health related certified program. Must have strong skills interpreting federal and state policies, rules and regulation, and excellent writing and editing skills; quality assurance and performance improvement experience; critical thinking and problem solving, communication, written and organizational skills; ability to function independently, prioritize and address multiple tasks and responsibilities. Must have a strong knowledge of databases and be computer literate. Experience in Home Care is preferred

Duties Description The Community Nursing Services Consultant (CNSC) in the Metropolitan Regional Office will participate in a range of activities, which include conducting complaint investigations or on-site surveys of health care settings and providers to determine compliance with Federal and State rules and regulations. May serve as part of a survey team and may be responsible for the facilitation of team operations. This position requires fieldwork and may require travel in the areas that are not served by public transportation. The incumbent will also perform quality assurance reviews of complaint investigations of home care agencies and enforcements as needed.

Additional Comments This position requires travel including to areas that may not be serviced by public transportation. This position requires proof of vaccination against COVID-19.
