Minimum Qualifications Candidates must be reachable on the Contract Management Specialist 1 or appropriate Civil Service eligible list or be a current NYS employee with contingent-permanent or 55b/c service as a Contract Management Specialist 1 interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.* Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the full level grade 18 position.

*Candidates who are currently 55b/c eligible and possess a bachelor’s degree are encouraged to apply for this position.

70.1 Transfer:
To be eligible for a 70.1 transfer to a CMS 1, a candidate must have one year of permanent competitive service in a 70.1 title allocated to a salary grade 16 or above.

70.1 Transfer to a trainee 1 or 2:
To be eligible for a 70.1 transfer, a candidate must have one year of permanent competitive service in a 70.1 title allocated to a salary grade 11 or above.

52.6 Transfer:
To be eligible for a 52.6 transfer to a CMS 1, a candidate must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 16 or above.

52.6 Transfer to a trainee 1 or 2:
To be eligible for a 52.6 transfer, a candidate must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 11 or above.

70.4 Transfer:
One year of permanent competitive service in a position allocated to a SG-11 or higher, possess a bachelor’s degree from a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices and have standing on the PATT or Professional Career Opportunities (PCO) eligible lists.

Duties Description • Review and summarize legislation and its impact on Bureau operations. Develop and assist with the development of audit guidelines and procedures. Train Bureau staff on new processes and procedures.
• Participate in the development and creation of reports to assist the Bureau in meeting its goals and statutory reporting requirements.
• Provide user support to Bureau staff in use of SFS and operational support in the monitoring and integrity of SFS data related to contract transactions. Provide agency outreach and training on system applications.
• Perform SFS troubleshooting tasks and special projects as requested. Assist with SFS testing for upgrades and system application enhancements.
• Participate in data analytics to help inform the Bureau decision making process when conducting risk-based audits.
