Minimum Qualifications Candidates must be reachable for appointment from the current Civil Service eligible list; OR

For Transfer Opportunity:

Candidates must have one year of permanent service as an Associate Psychologist and be eligible for lateral transfer; OR be in a title deemed appropriate for transfer via Section 70.1 of the Civil Service Law;

For Temporary Appointment:

Candidates must have a doctoral degree in a field of psychology; AND have completed a one-year, full-time clinical internship or traineeship; OR one year of psychology experience in a clinical setting under the supervision of a Licensed Psychologist. Candidates must demonstrate on their application how they meet this qualification.

Notes:

1. Non-qualifying degrees include, but are not limited to the following: education, educational psychology, educational counseling, guidance counseling, experimental psychology, industrial psychology, organizational psychology, student and personnel services, mental health counseling, human relations, etc.

2. Psychology experience in a clinical setting is considered to be any direct care experience with individuals, families, or groups in a hospital, clinic, private practice, or correctional setting under the supervision of a Licensed Psychologist. Qualifying experience must primarily include performing psychological evaluations or assessment tests, psychological diagnostic testing, developing psychological treatment plans, providing psychological counseling and treatment in one or more of the following areas: mental and/or emotional disorders, mental retardation, developmental disabilities, alcoholism, addictions, sex offender assessment and treatment, or forensic mental health.

3. The following experience is NOT considered qualifying: experience in administration, administrative services, administrative oversight, training, special education, behavior specialist, habilitation specialist, project management, research, or primarily supervisory experience. Other non-qualifying experience including, but is no limited to, experience in experimental psychology, research psychology, industrial psychology, organizational psychology, utilization review, guidance counseling, etc.

Associate Psychologist is a continuous recruitment examination. Candidates who are not on the eligible list may apply for this position and if appointed, will receive a temporary appointment. Duties Description Regional Field Office 4 (Metro) is seeking an Associate Psychologist for the Crisis Team. The incumbent will serve as a regional forensic liaison, providing risk assessments, evaluations for transition planning, and serve in a monitoring role working collaboratively with other RFO units and outside stakeholders including Care Coordination Organizations (CCO), provider agencies, OPWDD ITOs, and other involved parties. The OPWDD crisis team provides technical assistance and consultation. Although occasional field evaluations would be required, a majority of the work is office-based.

Duties Include but not limited to:

• Perform forensic, risk, and other psychological assessments including but not limited to:

o Various types of risk assessment

o CPL 730 order evaluations

o Suitability (voluntary or non-voluntary, objecting or non-
objecting) exams for purposes of admission to an ITO
admission

o Perform retention evaluations and court testimony when
necessary

o Perform on-site evaluations or by video when permitted

• Assisting the capacity management (i.e. placement) team with assessing the needs of individuals leaving OPWDD's institution Valley Ridge and Sunmount

• Monitoring (virtually) individuals in the community who may have a forensic history and/or high-risk behavior

• Providing technical assistance to various stakeholders including Rikers, prison staff, provider agencies, care management organizations, and central office (BITS). Where necessary, provide stakeholders with information regarding OPWDD processes and service access, connecting them to other regional office units as necessary, ensuring follow up and follow thru occurs.

• Participating in regular planning meetings with stakeholders related to justice involved individuals or those with a forensic history

• Updating SharePoint and other OPWDD data systems including completing case activity forms and other tracking systems

• Performing other tasks upon request related to regional office or crisis activities.

• Posted Hiring Salary includes the sum of statutory hiring rate ($79,325) and Downstate Adjustment ($3,026). The Downstate adjustment ($3,026) is also added to the job rate ($100,342).
